Oro ex-mayor denies P48-M unliquidated cash advances

FORMER Cagayan de Oro City mayor Vicente Emano denied that the P48 million in public funds he spent during his term were unliquidated cash advances.

Emano said the cash advances (CA) amounting to P48 million that City Accountant Beda Joy Elot referred to in her letter to the former need not be liquidated.

“I have no cash advances,” Emano told Sun.Star Cagayan de Oro during the induction of newly elected city chapter officers of the Association of Barangay Councils (ABC) on Friday.

“Confidentiality/intelligence fund to siya ug kana dili na i-liquidate,” he added.

Emano believed that the issue is merely to destroy him politically.

These cash advances amount to P10 million, P9 million, P8 million, P11 million and P10 million representing funds for intelligence, anti-insurgency and emergency that Emano used and that city accounting maintained have remained outstanding up to this date.

Elot added in her letter to Emano that the unliquidated cash advances must be settled before the end of December 2013, as the city accounting is preparing its records for the yearend report.

Emano showed a letter from the Commission on Audit (COA) indicating that as of January 1 to June 30, 2013, he has no outstanding balance in the form of cash advances.

There was a balance of unliquidated cash advances during December 31, 2011 but it has been settled since, the COA document showed.

“It is very clear that by June 2013, everything was already liquidated by COA,” added by Emano.

For his part, Vice Mayor Ian Acenas concurred with Emano on the issue, as he reiterated that it was not a cash advance because it is a discretionary fund.

It can be recalled that city Councilor President Elipe already showed proof that Emano has no unliquidated cash advances.

Elipe said if the city accounting will pursue in asking Emano to liquidate the cash advances, then the City Council will also account for all the expenses, including cash advances of the new administration.
