Biz plates with Oca’s face on it ‘jeered’

BUSINESS plates with Mayor Oscar Moreno’s face on it have been met with jeers.

The plate is yellow in color and it has Moreno’s face and the cathedral church on it.

On Save CDO Now page in the social networking site Facebook, Moreno’s allies criticized the new business plates for ‘epal’ and branded the mayor no different from former Mayor Vicente Emano.

During Emano’s term, the business plate was purple in color and still had the cathedral church on it but sans Emano’s face.

Jeered

JP Cruz agreed with Tito Mora who suggested that the executive building of the City Hall would be a better option than the church. In May 2013, Mora ran for councilor under Moreno's slate but lost.

“Why didn't I think of that? City Hall nga building gibutang. The color should have been white. A neutral color. Again do not bring your politics to public offices. The government is owned by the people not by the elected officials or these political parties,” Cruz commented.

The cost of the business plate has also been raised. It is up for P500 each. Ralph Abragan of Save CDO movement commented that the price is exorbitant, “maybe P200 is reasonable next time or free unta dapat.”

For Antonio J. Roa Montalvan II, he said: “I do not agree that business plates each time are colored with the political motif of the incumbent. The mayor is mayor of all the people, and not only of those who voted for him. It is not a sign of good governance. Under Emano, mao gihapon ang nahitabo. abi ko change na ta for Hapsay?”

Dr. Bob Ocio, former city councilor who is now based in Canada also commented: “Delusion of grandeur speaks nothing about servant leadership – Yellow symbolized the EDSA revolution against the Marcos dictatorship. This kind of business plate symbolizes the new age of dictatorship restored in the city. Leaders use symbols. Dongkoy used the violet background of the city Business plates. This one is utterly shameless. Oca thinks that he is too popular he can do this without anybody questioning the prudence of his false sense of entitlement and distorted value.”

Violates ‘anti-epal’

Councilor President Elipe said the business plate violates the ‘Anti-epal’ memorandum issued by the late Jesse Robredo during his stint at the Department of Interior and Local Government (DILG).

“The new business plates have a picture of Mayor Oscar Moreno. Government projects and programs such as business plates should not contain the names, initials or pictures of politicians,” Elipe said.

Elipe furthered that in the past the city council approved the business plates following a city ordinance.

He said the Moreno administration should have sought the City Council before the production of the business plates began.

DILG Memorandum

In Memorandum Circular No. 2010-101 (MC No. 2010-101) issued by Robredo dated September 23, 2010, names, initials, images or pictures of government officials in billboards and signages of government programs, projects and properties are banned.

MC No. 2010-101 furthered that the practice of putting the names, initials or pictures of government personalities has been noticeably “abused and misused by some government officials for their personal interests and has taken the credit away from taxpayers.”

The ordinance stated that the information on government projects “should be limited to the name of the project and location, contractor, the date when it started and the project’s completion date.”

The Department of the Interior and Local Government (DILG) regional directors have been directed to monitor the compliance of MC No. 2010-101.

Sun.Star Cagayan de Oro tried to get comments on this issue from Maricel Casiño-Rivera, the city information officer, but she said city administrator lawyer Roy Raagas has been crafting the statement yet.
