MisOr capitol yet to pay PhilHealth P244-M

AROUND 170,000 families’ insurance coverage in Misamis Oriental will not be renewed with the P244-million payable of the Provincial Government to the Philippine Health Insurance Corporation (PhilHealth).

“So far, we don’t have renewal in the province because of its outstanding balance that it has to settle with PhilHealth,” said Marlon Arrabaca, head of PhilHealth in Cagayan de Oro.

Arrabaca said the outstanding balance was left by the previous administration under former governor Oscar Moreno, now the mayor of Cagayan de Oro.

Arrabaca said the millions worth outstanding balance of the province is not a debt of one person.

Since the new administration of the province decided it cannot yet pay the outstanding balance, they opted not to renew the PhilHealth sponsored programs.

Sponsored programs are those PhilHealth memberships that are paid by the local government.

Misamis Oriental board member, Nancy Madjos, confirmed that the debt of the provincial government amounts to P244,623,600 and it was incurred under Moreno’s administration.

Madjos said the original amount is P304-million but the province initially paid P60,476,400 to lessen the debt.

Madjos said there was no “cash back up” when the previous provincial administration entered into a contract with PhilHealth.

Arrabaca said until the province can submit a payment proposal to PhilHealth, the office will not allow any renewals from Misamis Oriental.

“Not until they will submit a payment proposal, we will evaluate and see if the proposal is okay, and eventually allow renewals,” said Arrabaca.

He said the balance is a debt of the provincial government and PhilHealth will demand for payments regardless who sits in power.

“Singlon gyud namo ni kai nagamit nagyud ni sa katawhan,” said Arrabaca.

Excess membership

Madjos said the beneficiaries in Misamis Oriental during the previous administration exceeded the population that needs insurance coverage.

She explained that there were around 170,000 enrolled in PhilHealth by the previous administration, and multiplying it by five, the average family member in the province, it will be around 850,000.

As of May of 2010, the population in the province was only 835,000 and the individuals covered by PhilHealth exceeded by around 15,000.

Madjos said the members of Pantawid Pamilyang Pilipino Program (4Ps) in the province reached around 50,000.

Granting that the 4Ps members are automatic members of PhilHealth, Madjos said if you multiply 50,000 by 5 then you will get 250,000.

Madjos said adding 15,000 and 250,000 you will get the numbers 265,000; and that is the total excess of the individuals with coverage in the province.

Point of care

Provincial information officer, Christine Cabiasa, told Sun*Star Cagayan de Oro that they will implement the MisOr Care System that will be launched in March this year.

She furthered that in the system, PhilHealth’s ‘point of care’ program is included.

Cabiasa said with the ‘point of care’ program the poor will be automatically registered in PhilHealth when they go to public hospitals to seek for medical help.

Cabiasa added the ‘point of care’ system is efficient than the previous methods of enrolling people to PhilHealth.
