P27-M allotted for summer job workers

AROUND P27 million is being spent by the government for the summer job programs this year by the Department of Labor and Employment in Northern Mindanao (DOLE) as it assists the local government units (LGUs) and private employers.

Lolita Zusarga, senior employment labor officer of DOLE, said that only a few private companies are involved this year, however, some of them offered to pay 100 percent of the salary of the summer job workers like the case of Cagayan de Oro Electric Power and Light Company (Cepalco).

DOLE-10 shoulders the 40 percent salary of the workers while the employers whether an LGU or a private company takes care of the 60 percent.

The job will last for 20 days, however some employers could extend up to 52 days depending on the agreement between the workers and the employers. The salary follows the minimum wage of P306 per day.

For the first time, universities and colleges in the city are also participating this year like Liceo de Cagayan University, Pilgrim Christian College, Golden Heritage Polytechnic College, Lourdes College, among others.

The City Government has also been participating in this program for years. In the province, the Provincial Job Assistance, the municipalities of Alubijid, Opol and El Salvador have remained supportive of the program as they continue to give their pledges.

As of April 21, DOLE-10 recorded 3,149 summer job employees which will rise in number as the summer days go on.

Dessagrace, 16, waited for the long queues outside the City Social Welfare Development’s (CSWD) office. She was weary, but as soon as the CSWD released the list of qualifiers that included her name, all the exhaustion she felt disappeared.

Her eyes beamed with eagerness since it is her first time to have a “job.” She finished her high school at Misamis Oriental General Comprehensive High School (MOGCHS) as an “A” student and is planning to take up Development Communication at Xavier University. Upon hearing Dessagrace’s program preference in college, her mother scratched her head as she calculated the expenses it would incur. But she said, “It’s worth it anyway.”

Dessagrace reported to the barangay where she is assigned for the orientation. She would be working under the community leader program. But, what thrilled her the most is the salary she would earn.

“This will be a great help for my schooling as the money I’ll get from my job will directly proceed to the school where I’m planning to enroll in.”

During Monday’s convocation program at the city hall, Mayor Oscar Moreno announced the prime advantage the beneficiaries could get under the Special Program for Employment of Students (Spes) this summer.

“The City Government will shoulder 60 percent of your pay. After your service, it will be given immediately to the school you are planning to enroll in. Kani, para ni sa ka-siguraduan na maka-enroll kamo sa inyong skwelahan karong muabutay na ting-skwela.”

Application process

Spes assists the poor but deserving students and out-of-school youths who persevere to continue their education throughout the year. However, Spes is usually in demand during summer.

To qualify in the program, students who are at least 15 years of age but not more than 25 years old and in the tertiary, technical or vocational level would qualify to apply for the program.

Average passing grade during the last school year or term attended is required.

And lastly, the combined net income after tax of parents, including the beneficiary’s own income (if there is any), must not exceed from the latest annual regional poverty threshold level for a family of six as determined and provided by the National Economic and Development Authority (Neda).

“We definitely prioritize the indigent and the college students” said CSWD head Teddy Sabugaa.

Various processes are involved to be successful with Spes.

Sabugaa said applicants may go to their respective barangays and the Social Action Center of the church to inquire about the program or get a recommendation letter as an additional requirement.

The Oro Youth and Development Council takes part in the program by recruiting potential beneficiaries in schools in the city. CSWD also recruits students for the Grants-in-aid Program for Poverty Alleviation or the 4Ps to help them get through in whatever educational level they are in.

“Katong mga inahan na active sa 4Ps na na-identify gyud ug nasa listahan sa CSWD na marginalized, amo kana sila gina-encourage na mag-apil aning programa. This will serve as a challenge also to the parents na dapat pud sila mu-take part ani,” Sabugaa said.

No walk-in applicants are allowed to apply in the program.

Applicants can make queries and apply at the Public Employment Service Office (Pes) as it facilitates in assessing the jurisdiction over the applicant’s residence.
