Kin suspect ‘summary execution’

“SA PRISOHAN, kung nakasala ang tao, didto dad-on, dili patyon (When a person makes a mistake, he should be jailed, not killed),” Marcelo Lagno said while looking at his nephew’s coffin at Bollozos Funeral Homes, on Tuesday, May 27.

Lagno was the uncle of the unnamed body found along the road at Narhill subdivision, Aluba in Barangay Macasandig in Cagayan de Oro City on May 23.

The body was identified as Renante Saria, also known as "Dodoy," 18, a resident of Dagumba-an, Talakag town in Bukidnon.

In the afternoon of May 21, one of their relatives went to Lagno’s house who said: “Kol, si Dodoy gidakop naa didto sa barangay (Uncle, Dodoy was arrested, he is at the barangay hall).”

As Lagno checked the barangay hall to verify of Dodoy's arrest, he saw that one of the barangay police (tanod) in the area manhandled his nephew.

“Gikulata niya akong pag-umangkon sa akong atubangan (He mauled my nephew in front of me),” Lagno said.

Lagno added that Etado Mostafa, a barangay police, asked him, “unsa imong gusto, gikulata naman nako imong pag-umangkon, laban ka (I’m mauling your nephew, you want to fight me)?” while continuously punching Dodoy.

After beating Dodoy, Mostafa gave Lagno a blank piece of paper and said, “Permahi ni, aron di na madugay ato ning ipa-salvage (Sign this, it won’t be long before he will be 'salvaged'),” Lagno told Sun.Star Cagayan de Oro.

Lagno also heard barangay captain Modesto Ligtas, who added that, “Permahi nana para di na malangan, para di na malangan ang salvage (Sign this, so there are no more delays, in 'salvaging' him).”

Lagno never had a thought of signing the paper and asked the barangay hall personnel: “Hangyo lang ko sa inyo, ipa-priso nalang na, ayaw lang patya (Please, put him in prison instead, don’t kill him).”

“Gasingka-singkahan na dayun ko ni Mostafa (Mostafa berated me),” he said.

Lagno told them that Dodoy’s parents are still alive and that he did not have the authority to sign for the death of his nephew, thus, they let him go.

Ligtas, who was interviewed on Bombo Radyo on May 27, confirmed that Dodoy was arrested and brought to the barangay hall for investigation.

He said Dodoy admitted his involvement in the rampant snatching and forcibly opening cars at the parking areas of the mall.

“We have been getting reports that Dodoy is one of the six who have been actively robbing people and opening cars to loot for almost every day in Cogon areas and around the mall. Dodoy admitted his crime to our barangay police,” Ligtas said.

He said most of the people who saw the interrogation inside the barangay hall said, “Ma salvaged jud nang bat-ana kay kawatan kaayo. Mga residente dinhi mibati nga gapangunay kini sya sa pagpanghilabot sa barangay.”

On Saturday, May 24, a relative went to Lagno’s house and said “kato nadakpan, patay na (The one who was arrested is dead).”

Turned over to Cogon police

Reports at Cogon police station on May 21, 2014 showed Dodoy was turned over to Police Officer 2 (PO2) Constancio Torrejas, Cagayan de Oro Police Office tourist police, for detention.

Dodoy was with two people, identified only as "Likoy" and "Mikoy," both residents of Barangay 35. They were caught snatching from passersby outside a mall near Barangay 35 when barangay police arrested them.

They were chased by security guards of Limketkai Mall and other concerned citizens in the area.

Dodoy’s companions eluded arrest from the authorities when they were cornered at Barangay 35.

Around 5 p.m. of May 22, Cogon police released Dodoy since there were no complaints filed against him.

Kin sought CHR’s help

Vic Aleria, chief of Investigation Division of the Commission on Human Rights (CHR)-Northern Mindanao, said: “Formally, gidawat na namo for investigation ang case.”

Aleria remembered that Dodoy’s mother visited the CHR office and provided them with the initial data of the case.

The CHR requested Dodoy’s family for an autopsy to determine the cause of death and if there were any traces of torture and manhandling.

Aleria said that the results would help the case.

Regarding the autopsy, the family can go to the Scene of the Crime Operatives (Soco)-Northern Mindanao office or the National Bureau of Investigation, Aleria told Sun.Star Cagayan de Oro.

Aleria and the family had an agreement that after Dodoy’s wake, the family would return to the office and press the case.

As for the cases to be filed, “it’s too early for us to tell,” Aleria said.

“Nadalahig ra siya sa iyang mga barkada, wala siya kabalo, mga kawatan man diay (He was just dragged into by his friends. He was unaware that they were thieves),” Richard, also known as Jak-jak, Dodoy’s brother, said.

Jak-jak and Dodoy were close to each other.

Weeks before the incident, they lived together in their uncle’s house in Barangay 35.

Lagno’s right leg is partly paralyzed, prompting him to stop from working as a laborer in Cogon.

“Gapabuhi na lang ko sa akong asawa (My wife is providing for my needs),” he said.

Since he can no longer take responsibility, “gipapa-uli nako sila kay wa nakoy ikabuhi sa ila (I told them [Jak-Jak, Dodoy] to go home since I can no longer feed them),” he added.

But, he did not know if Dodoy and Jak-jak listened to him.

Renato, 50, Dodoy’s father, said that the last time he saw Dodoy was at Northern Mindanao Medical Center (NMMC) on May 11 since he was hospitalized.

Renato urged Dodoy to go back home in Talakag, but Dodoy insisted staying in the city.

“Di ko ganahan sa bukid pa, diri ra ko manarbaho (I don’t like to live in the hinterland, I will find work here),” Renato said quoting Dodoy. After that, Dodoy left without asking permission.

On May 24, Sunday, Jak-jak came from Talakag to search for Dodoy since they heard from their relatives in the city that his brother, together with his friends, was caught by the authorities stealing by the mall.

“Sa pagbaklay-baklay nako sa Cogon, naa koy nadunggan nga mga storya-storya (When I walked around Cogon, I heard talks that someone was killed),” Jak-jak recalled.

Hearing the news, he went to his uncle and together they went to the funeral home where the unnamed body was brought.

The last time that Jak-jak and Lagno saw Dodoy alive was during the Balingasag town fiesta in Misamis Oriental on May 14-16.

The next time they saw Dodoy, he was already inside a coffin.
