Oro no land development yet

DESPITE being touted as the most progressive city in the country last year due to emerging business entities, growing investments and the rise of infrastructures, Cagayan de Oro has remained without land-use development plan yet, a City Hall official recently revealed.

“We have rising buildings and becoming [a] progressive city, but we still do not have that sort of plan yet,” City Social and Welfare Development head Teddy Sabuga-a said.

Sabuga-a is also the chair of the Shelter Plan Program (SPP) where part of the land-use development plan or formally known as The Comprehensive Land Use Plan (Clup) is a component.

“Annually, we draft the [Clup] and we await the approval which is at the [city council] now,” he said.

Orlando Ravanera, chairman of the environmental group Sulog, said the reason why the city has a rising flood control problem is the absence of land development plan in whatever infrastructure project is put up.

“Look at Claro M. Recto Avenue, when it rains the next thing you know would be excessive flooding. That was a creek before [tracing the city development records] and you do not put infrastructures that will hinder the passage of the water,” Ravanera explained.

Ralph Abragan, Sulog vice chairman and member of the City Mining Regulatory Board, added that urban development is also the reason why flood control in the city is impossible to achieve.

“Imagine, when businessmen put up subdivisions, there is no drainage system created prior to the construction. And pag magbaha na, ayha na dayon makahuna-huna ug butang ug drainage,” Abragan said.

Ravanera blames the Department of Environment and Natural Resources (DENR), which issues the Environmental Compliance Certificate (ECC) to businesses that actually do not comply with the standards set by the DENR.

“Why would they issue ECCs to businesses which are clearly violating the environmental laws? I believe they have a lot of explaining to do,” he said.

At present, the Clup is at the City Development Council. Once approved, the SPP will follow and the Comprehensive Drainage System can be then put in place.

The project cannot be funded because it is currently at the City Council, Sabuga-a said.
