CAGAYAN de Oro City has been named among the Local Government Units (LGU) tagged by the Department of Social Welfare and Development (DSWD) as having failed to submit liquidation reports on funds earmarked for the Supplementary Feeding Program (SFP).
Charmaine Tadlas, spokesperson of DSWD for Northern Mindanao, said the cities of Cagayan de Oro and Iligan have altogether appeared in the "shame list" released by DSWD during the budget hearing in the senate.
Tadlas said the social welfare office regularly downloads funds for SFP and the LGU is obliged to submit liquidation reports.
"Meaning, sila ang pinakataas og mga unliquidated nga funds. Hinay man ang liquidation maong sa budget hearing sa Manila nangayo si Senator Legarda sa list sa mga LGUs nga taas og non-liquidation so, mao `to na-present sa central office which is apil ang CDO and Iligan," Tadlas said.
From 2011 to 2016, Cagayan de Oro has unliquidated balance of more than P16 million and more than P20 million for Iligan City. However, Tadlas said as of Wednesday, October 4, Cagayan de Oro has unliquidated balance of P9.919 million that must be completed before this year ends.
"Covered ni siya sa six years nga pagpondo. Nag-dialogue na ang regional office sa LGU sa CDO para mapaspas ang liquidation by the end of this year," Tadlas said.
Tadlas said the amount of budget allocated by the DSWD is based on the submitted list of children enrolled to the program. Cagayan de Oro has 10,630 recipients for SFP from the 167 day care centers.
Tadlas said the LGU should use up the entire allocation so it will not be taken by the Bureau of Treasury as unutilized fund.
"kinahanglan gyud siya hutdon kay base mani sa list sa mga bata nga ilang gi-submit and for some reason nga dili magamit mauli ang kwarta sa Bureau of Treasury which will be taken as unutilized fund," Tadlas said.
Tadlas said the City Government asserted that the reasons of the delay of liquidation are the problems on procurement and sometimes change of leadership and quandaries related to politics.
"Hinay ang liquidation kay ang problema daw is procurement kay beyond sa ilang control kay limited ang indigenous food nga ginahatag sa day care centers and aside ani kaning mga political nga panghitabo ug change of leadership," Tadlas said.
Tadlas said the DSWD cannot download additional funds for the program if the LGU fails to submit complete liquidation reports.
Tadlas explained that the Commission on Audit (COA) will also run after the DSWD for the non-liquidation.
The DSWD-Northern Mindanao is asking the City Government to hasten the liquidation reports not just for SFP but to all programs of DSWD coursed through the LGU so that basic social services are not delayed and hampered.
"Until December dapat ma 100 percent na ang liquidation kay ang impact ani is dili mi ka-download og additional funds which is looy kaayo ang mga beneficiaries kay malangan ang service," Tadlas said.
Tadlas said apart from the SFP, the City Government also failed to complete the liquidation for the social pension program funded by the DSWD for senior citizens.
