"Accountability" stems from Latin accomptare (to account), a prefix form of computare (to calculate), which in turn derived from putare (to reckon). Political accountability is the accountability of the government, civil servants and politicians to the public and to legislative bodies such as a Congress, Parliament or the Sangguniang Panglingsod.

In ethics and governance, accountability is answerability, blameworthiness, liability, and the expectation of account-giving. As an aspect of governance, it has been central to discussions related to problems in the public sector, nonprofit and private worlds. In leadership roles, accountability is the acknowledgment and assumption of responsibility for actions, products, decisions, and policies including the administration, governance, and implementation within the scope of the role or employment position and encompassing the obligation to report, explain and be answerable for resulting consequences.

In governance, accountability has expanded beyond the basic definition of "being called to account for one's actions" It is frequently described as an account-giving relationship between individuals, e.g. "A is accountable to B when A is obliged to inform B about A’s (past or future) actions and decisions, to justify them, and to suffer punishment in the case of eventual misconduct".[5] Accountability cannot exist without proper accounting practices; in other words, an absence of accounting means an absence of accountability."

Business Planning Principles which we can adapt in the City of Cagayan de Oro including but not limited to job orders: The City Business Planning Principles shall describe how staff translates the organizations corporate values into behaviors, they are the lens through which staff plan, make decisions and take actions. We are mentioning only two points here:

Point No. 1 – Accountancy and Transparency

The government must be committed to Transparent Decision making, engaging our stakeholders and measuring and reporting our performance to the public. Do these people take ownership of certain goals and are we appraise of what are these goals? Naa bay pahibalo kinsa ang mga Consultants sa City hall? Unsay ilang mga qualification? Unsay ilang trabaho? Unsay ilang performance? Kinahanglan updated kita niini tungod kay dako kaayo kana nga pangutana ngano nga dunay reported sueldo P100 thousand kapin sa usa ka Job Order (a local daily March 5, 2014) pa lang kana. Kana usa pa lang ka empleyado. How about the others?

Point No. 2 – Fiscal Responsibility

We must serve as responsible stewards of the public’s money ensuring the best value for money for the City taxpayers and ratepayers. Kinahanglan dili pataga gasto. Walay unlimited sueldo nga murag text kay kita mga responsable nga mga piniyalan sa kuarta sa mga magbubuhis.

We have been asking the Moreno administration to initiate the filing of cases against the immediate past administration for official COA reports of irregularities at City hall like those involving Sendong funds. Unaccounted intelligence funds, the resolution of the cases involving the privatization of the public markets which are disadvantageous to the government and the like and the anomalous transactions at the COWD. These need lawyers to do the job. Lo and behold, we found some lawyers mentioned in the list of Job Orders which were given high paying compensations and for WHAT?

City Hall must squarely confront these questions. What about it, Mr. Mayor?
