IT'S not so interesting to read something on a sad note. But is there any other way to do it?

In the beleaguered Cagayan de Oro City Water District today, the key players for such famous triangle offense are Bulk Water Supplier, the Office of the City Mayor and COWD's "Board of Defectors".

Relentless for quite some time, this team is determined to snatch that very elusive that very elusive championship ring as their mission to complete the grand plot of catering the interest of a multi-million investment.

It the public can recall, COWD Board Resolution No. 249 was a controversy that led to a City Council hearing and was repealed by the probing body citing impropriety of the COWD Board of Director's action.

That resolution was irresponsibly issued to waive the franchise rights of the district to serve the areas of Indahag among others in favor of Rio Verde Water Consortium. Such issuance by these policy makers was a clear deviation of the Bulk Water Supply Agreement as well as a violation of the Water District Law. It was merely on ugly display of returning favors and an ill-mannered case of patronizing somebody's investment and interest. It's a shame that they never admitted anything but it's too obvious that they were desperate to have missed their first free throw attempt. Oops. An air ball!

Just recently, COWD is besieged again with a barrage of irresponsible journalism coming from a very familiar media outlet. Am I wrong to believe that the famous BR Station would now mean "Board's Request "knowing that the current chairman hailed from that airwaves? It is so surprising to hear the same drumbeats from that very same frequency every time a triangle offense is to be executed, as if a buzzer of a 24-second shot clock. Is it not bias and bothering? Why can't the game commissioner do something about it or in the search for genuine journalism-the KBP authorities?

The buzzer has sounded again and this time for its second shot at the stripes. Last October 21, 2009, the COWD Board of Directors unanimously approved Board Resolution 096 citing request from LWUA to assign an interim General Manager pending the selection and appointment of a general manager. Their reason for doing so was cited as such"...the Acting General Manager, Engr. Bienvenido V. Batar. Jr. always has difficulty in complying orders from the Board of Directors..."This is déjà vu! The COWD Board is again pushing for that Indahag Project via the persistence of the City Mayor whose residence, coincidentally, is in that area. This will mean additional bulk water supply by Rio Verde very way ahead of that agreed delivery period in 2011. The ultimate game plan is now crystal clear to all of us. Desperate to win this ballgame, they needed a flagrant call to send the head coach away and thrown out to the dug-out.

This could be anybody's game but one thing is for certain...the strong willed employees of COWD and Flow's vigilant watchdogs always believe that Defense is the best offense.
