From 1 to 100, how would you grade Arroyo?


AFTER eight years in power, what has President Arroyo accomplished? And what did she fail to deliver?

News sources interviewed at random days before Arroyo’s last State of the Nation Address gave her credit for cheaper medicine, a salary increase for public school teachers, better roads and “a government that did not fail.” They identified corruption as her most prominent failure. Here are their evaluations:

“I give her a 75 or an 80 (on a scale of 1-100). If I give her a 90 no one would believe it, and they would think I’m biased.

But that is just my own calculation. It’s hard for the President to do something with other people pulling her down.

“We have a government that did not fail. She was not deposed.

That, to me, is a strong sign that people have confidence in her. As far as I can see, the government is working. From the DepEd (Department of Education), we have received school buildings for Cebu City. And it is not just Secretary (Jesli) Lapus working, it is also GMA working. Another that I think is one of her greatest achievements is her having been able to increase the salary of teachers.

“As for her failure, I believe she has not stopped graft and corruption, and is being accused of graft and corruption herself. But only her critics have kept raising he accusation and so far they have not given enough proof.”

“Her grade would be 74. It’s because she is surrounded by opposing forces such as rival politicians that try to question her methods, and some of her people are too slow legislatively, but too fast when it comes to seizing the moment to commit corruption.”

“I’d give her a 75. Education in the Philippines is deteriorating even though there was a budget for more classrooms. Classrooms were given to schools that do not need them. As for her achievement, she has strengthened relations with other countries. For most of our overseas workers, the government is able to help them.”

“Admin man gyud mi (We fully support the administration. Her grade would be 98–99 kay daghan siya ug nabuhat (because she has done a lot). She has done a lot to improve agriculture.

She has also given a lot to the fourth district for the improvement of national roads.

“Kon naa man gani ginagmay nga kakuwangan, ato na lang nang igsapayan (If there are minor shortcomings, let’s just disregard them).”

Rep. Benhur Salimbangon:

“President Arroyo is a hard-working president. She showed leadership by developing our economy regardless of political issues raised against her. In my district, the concreting of roads and construction of a port and other infrastructure projects provide hope and inspiration to my constituents. She has done very, very well.

“It’s difficult to consider a failure. But perhaps, the proposed amendments to the Constitution should have done earlier to make initiatives very transparent and make people understand.”

For the real satisfaction of Cebuanos, Glo Arroyo could get 70%, a failing grade since the Cebuanos don't just look what's happening in Cebu but what is going on outside of the island, ok? Even the media from Cebu are monitored closely by the residents in the VisMin area. Again, Glo Arroyo could get 70% grade!

I rate GMA's performance at

I rate GMA's performance at a big 92%. She is the best, in my observation of the performances of the presidency in the past 50 years since my high school days, among the 13 or so leaders that we have had.

She is the most traveled among them, despite being a woman. She is the most hard-working, even eclipsing FVR in this category. She travels to the countrysides an average of two to three times per week. It's a great sacrifice for Presidents to go out of the palace very often. Aside from the risk of meeting accidents, the dangers of assassination attempts cannot be ruled out. You cannot be a good manager (especially of the whole country) if you just stay inside four walls of the office.

In the management of the economy, I rate her again as the best. She is the only president who succeeded in preventing the further decline of the value of the Philippine peso. From between 52 and 56 to the dollar, she was able to lower it back to 42, and now because of the prevailing worldwide economic crisis, to between 47 and 48 to the US dollar. Still an excellent job well done.

The international reserves is at an all time high of around 40 billion US dollars, where before it hovers only at around 12 to 17 billion for decades.

In infrastructure development, education, health, and social services, I still rate her still among the top. Look at our airports and roll-on-roll-off seaports, these are all sites to behold, considering the meager resources available.

Public housing is another area where she tops them all, again. More units have been built than in any other presidency. In crime prevention and control, she also performed well, and still is among the best. In graft and corruption, she did not succeed as others before her, since this is a deeply-rooted sickness of our society. Not unless we stop selling our votes during elections, graft and corruption will always be here to stay.

Our leaders spend so much during elections, so how do you expect them to recoup what they have spent? So, it's only us who can solve it. It all starts with us.

I have all the statistics of the Philippine economy in the past 45 years, and I'm very happy with the present performance of the country.

Eight years and most of our institutions are still on shaky ground. The fact that a congressman and a mayor still attribute the local project of concreting roads and constructing ports to her is sad proof that dependence on the national government still is very high, and that patronage politics is still the status quo.

she truly represents the whole country. aside from being able to speak a lot of dialects. she gave importance to improving the countryside.

she's the only president that gave Cebu a boost even surpassing FVR. she broke tradition by taking oath here. she put up a malacanang here. the list can go on and on...

if only we can unite after every election and make this country great!

Our president today is more on work than publicity and some other stuff that could worsen our country. I think that people nowadays are insulting just because they don't know what she's doing and another reason is that Filipinos don't even realize that our President has done a great job surviving the economical crisis that started in the US.

For the trips abroad, I think it's also the right thing to do because through that, we gain partnerships and help from other countries; she's not wasting our money as many people say.

Through her achievements stated in her last Sona, I think that those people who are opposing her statements could just not believe that President Arroyo did the best job as a working president in this country.

I grade her 101% for acting decisively and keeping a calm head in recent weather misfortunes in Luzon.

I grade President Arroyo a 100%. Nobody does and could do what she did. No living leader could surpass or level her achievements. The great understanding of good governance and the true heart to serve the Filipino people. The critics want to erase her records but like gold submerged in mud it glitters to show its pure and not corrupt. Those saying bad against her are like crows telling themselves who they are. If there is chance to let her run again I will choose her again. Arroyo is the rarest, the truest, and best leader not only in the Philippines but around the world. If only people understand the true essence of good governance, they could see what I've seen. Hope you will publish this article of mine to let the rest know so they will wake up from their deep sleep.

what achievements? i don't

what achievements? i don't see any. if achieving to buy all the possible manpower to back her up is an achievement, then i will agree to that.

good governance is no one is above the law and yet she has constantly covered up all her family's anomalies. whenever there is substantial evidence to prosecute them, the administration suddenly comes up with a cover-up, be it a counter-lawsuit against the complainant or a so-called threat to the president's life.

if you think this is a free country, why is that even the DOJ is more of the department of injustice? because arroyo has all of these people in her pockets. with the money they steal left and right, it's enough to pay off any of these so-called public servants.

i have yet to see a real achievement from her side. try living on the streets with the real people, not in condominiums or mansions. try eating with these people, the people who are feeling the worse of everything. try seeing it through their eyes. this is no picnic for them. with the way arroyo abuses her power, the poor don't stand a chance.

if she really is of good governance, then maybe her family should start sounding less arrogant and be more honest when it comes to their financial statements. and are you sure that she is the "rarest, the truest, and best leader"? or is it that you should be the one who needs to wake up from that deep sleep.
