PRESIDENT Arroyo will be in Cebu at 1:30 p.m. today to reenact the signing of laws creating the lone congressional district of Lapu-Lapu City and the conversion of a state college into a university.
The Cebu State College of Science and Technology (CSCST), including its satellite campuses, will now be a state university.

The signing of the two laws will be done at the MIP Lounge at Mactan Cebu International Airport, and will be witnessed by Cebuano House Reps. Benhur Salimbangon, Pablo John Garcia, Eduardo Gullas, Nerissa Soon-Ruiz, Ramon “Red” Durano VI, Pablo Garcia, Antonio Cuenco and Raul del Mar and Anad Party-list Rep. Pastor Alcover Jr., also a Cebuano.
Bohol function
Fayette Riñen of the Philippine Information Agency (PIA) 7 said Arroyo will arrive in Tagbilaran City in Bohol at 9:30 a.m. and will proceed to Loboc town where she will unveil and inaugurate the Loboc Fish Landing and Multi-Purpose Docking Port worth P4.775 million.
Arroyo will also preside a Cabinet meeting at the Loboc Children’s Palace where a new disaster mitigation action will be discussed, Riñen said.
House Bill 5007, principally authored by Ruiz and which has been enacted into law, will make Lapu-Lapu City a lone legislative district, separating it from the sixth district of Cebu.
Ruiz will continue to represent the said district until the new representative of Lapu-Lapu’s lone district will be elected.
The Commission on Elections has yet to issue the implementing rules and regulations.
Cebu Technological University
On the other hand, the CSCST will now be called Cebu Technological University (CTU).
CTU will offer undergraduate and graduate studies in the fields of industrial trade, agriculture, fishery, aeronautics, arts and sciences, information technology and non-traditional courses.
