Councilor proposes pay increase for members of legislative staff

THE local legislative staff in Talisay City will soon get a raise in their monthly salaries once a proposed ordinance now pending before the City Council is approved.
City Councilor Romeo Villarante has filed an ordinance setting the salaries of the coterminus and legislative staff of the vice mayor and the council offices.
“It is the intention of the SP (Sangguniang Panlungsod) to improve the quality and competence of the staff members to contribute in the efficient performance of the city council,” the proposed ordinance read.

Job-order
Villarante noticed some members of the legislative staff were hired as job-order employees who only get P280 per day or P5,600 a month.
He proposed that for the vice mayor’s office, the local legislative staff III will get P13,333 monthly; clerk II, P8,713 and administrative aide 1, P6,862.
Increase
For the offices of SP members, Villarante proposed that the local legislative staff will get P11,636 per month; clerk II, P8,713; and administrative aide I, P6,862.
Section 7 of the proposed ordinance states the vice mayor will be the appointing authority of the positions.
The council members, however, “shall have the sole recommendatory power as to who will be hired under his/her office and that the appointment of the vice mayor shall be ministerial in character.”
The proposed measure was passed on first reading and referred to the committee on budget and appropriation of Councilor Rodi Cabigas for further study.
Villarante is hoping Cabigas will soon render his committee report, as the ordinance was referred to the latter’s committee two weeks ago yet.
