LGU told to stop dredging portion of river in Carcar

THE Department of Environment and Natural Resources (DENR) 7 has issued a cease-and-desist order against a dredging project of the Carcar City Government, which allegedly caused the removal of two mangrove trees.

The July 3 order of DENR 7 noted that the mangroves were allegedly cut before the City Government was issued a permit to earthball 41 mangrove trees in Carcar River in Sitio Tulay, Barangay Poblacion 3.

Carcar City Mayor Nicepuro Apura denied this. But he said the local government will comply with DENR 7 requirements, such as a barangay resolution stating that residents have no objections to the earthballing of mangroves in the area, so that the project can resume.

He said, though, that the desilting of Carcar River cannot be delayed further because the rainy season has started.

He said the dredging has to be conducted to avoid floods in Barangays Poblacion 1, 2 and 3.

Aside from a barangay resolution, the Carcar City Government also needs an endorsement from a non-government organization.

Eddie Llamedo, DENR 7 spokesperson, said an inspection team checked the dredging activity to assess Apura’s application for permit to earthball 41 mangrove trees. The team found two damaged mangrove trees.

Llamedo said the City can be held liable for violating the Forestry Code of the Philippines or Presidential Decree 705.
