THE sign “Basura Mo, Responsibilidad Mo” took me by surprise because I always thought that it is the obligation of our government to manage our garbage.
Residents in the Municipality of Compostela were directed to segregate their household waste. The local government took care of its collection.
Republic Act 9003, which was enacted into a law in 1990, provides for an integrated and ecological solid waste management. The Municipality Compostela, under former mayor Antonio Dangoy, issued a resolution approving Ordinance No. 9 series of 2005, an enabling act to enforce the law.
Article 9 of the ordinance mandated composting of biodegradable materials on-site in every household and small scale establishments in urban and rural areas.
The implementation of the ordinance was not consistent, thus residents of Compostela particularly new subdivisions knew nothing about it.
Residents of Henaville Subdivision were taken aback when they received flyers stating that biodegradable trash will no longer be collected.
With all due respect to Compostela Mayor Joel Quino, it was such short notice that the subdivision was not prepared to handle the waste management as stipulated in the ordinance. After a consultation with the Office of the Mayor, we found out that a solid waste management officer in the person of Wilfredo Hinoguin was appointed to implement the municipal waste management plan. Part of his function is to manage the materials recovery facility where composting is done.
It was then agreed upon that the municipality, through its authorized office, will collect our biodegradable materials until our subdivision will have its own compost pit. A technician from the Cebu Technological University will assist in the making of the pit.
In their flyer, the local government made it clear that it will not collect carcass and this bothered me. Are residents of the subdivision supposed to bury their dead pets in their backyard? In some countries like the United States there are cemeteries for animals. Can we not have the same here?
