RAMON Bautista has been declared persona non grata or an unwelcome person for using the word hipon or shrimp, which also has an idiomatic meaning. PEP quoted his joke: “Tama! Ang daming hipon dito sa Davao! Alright!”

The Davao City council unanimously voted to declare Bautisa as unwelcome in Davao for the joke he cracked. He used hipon to illicit laughter. Hipon refers to a person or a woman who has a beautiful body but an unpleasant face.

The city council ruled Bautista’s joke violated the city’s existing Women’s Code since the statement degrades women.

Bautista was quick to issue an apology through his Instagram account, part of which says: Unanag una po, tinatanggap ko pon na ako ay may nagawang pagkakamali sa event sa Kadayawan... Humingi ako ng paumanhin sa aking nagawa. Tatangapin ko po kung anumang maging consequence o kinahihinatnan ng pagkakamaling ito...

Meanwhile, former Davao City mayor Sara Duterte explained why the joke should not be taken lightly. In her Instagram account she said in part: “…Totoo meron mga babae na hindi desirable ang mukha at napaka seksi ng katawan, pero kelangan mo ba turuan ang mga bata kung paano mangantiyaw ng hipon?”
