TWO Cebu Provincial Board (PB) members recorded a perfect attendance in 41 sessions last year, while two others missed only one session where they went on leave.
Based on Cebu PB records, First District PB Member Sergio Restauro and Fifth District PB Member Jude Sybico attended all sessions from January to Nov. 28 last year.

“Gi-botaran man ta sa mga tao para ana. Part na sa atong obligasyon nga kinahanglan atong buhaton (The people voted for us to do that. It’s part of our obligation and we must do it),” Sybico said when sought for comment.
PB Members Julian Daan (first district) and Teddy Ouano (sixth district) could have had a perfect attendance record, but Daan went on leave last May 16, while Ouano last Nov. 28.
The PB attendance record indicated absences, leaves and official business trips.
Sybico, who manages his family’s ship-repair business, said he re-arranged his schedules so that his official business affairs don’t fall on a session day.
Consultation
He said he consults his constituents from Tuesday to Sunday and brings their request and problems during the session.
Sybico, who is still in his first term, is usually on field during Tuesdays, Thursdays and Saturdays.
He said he usually spends his time in his office, but if he has nothing to do, he meets with barangay captains who have transactions in Capitol.
Other board members who had one or two absences were Carmen Meca, Peter John Calderon, Wilfredo Caminero, Arleigh Sitoy and Jose Holganza.
The figures are based on the table of resolutions and ordinances “sponsored by the 12th Sangguniang Panlalawigan members,” which was which was prepared by Maria Lolita Alayacyac and Marina Jumamoy, approved by Provincial Secretary Anecita Pasaylo.
