CPDRC gets P72.6M budget

THE Cebu Provincial Detention and Rehabilitation Center has a budget of P72.6 million for this year, a slight increase from last year’s P72.1 million.

Gov. Gwendolyn Garcia has allocated P14.2 million for the security of inmates, whose jail guards were reminded not to allow their wards to make a side trip when they are outside for the hearing of their cases.

Security Consultant Cesar Veloso earlier said he will recommend dismissal for prison guards who violated this rule.

Last Jan. 10, inmate Kim Imvento, who is facing a murder case, escaped from his escort after attending a court hearing in Bogo City. Although Imvento surrendered after three days, Capitol consultant Lito Astillero asked jail guard Felix Betasalo to explain within five days why Imvento escaped under his watch.

Astillero is the chairman of the committee on discipline and investigation.

Garcia gave CPDRC a budget of P2.9 million for transportation expenses in going to courts.

CPDRC’s performance indicator says the inmates this year need to have a safe and secure transportation in going to courts.

The biggest share of the budget goes to the inmates’ subsistence allowance, which is at P35 million. Another P1 million was allocated for the inmates’ health care.

Administrative expenditures are placed at P14.6 million and P3.1 million for repairs and maintenance.

Tourism Secretary Ramon Jimenez considered the dancing inmates’ presentation as one of the “most incredible tourist attractions on earth” after he witnessed the presentation last November.

He said it shows that rehabilitation is more important than punishment.
