Mountain barangays to benefit from P100M concreting project
Sunday, January 22, 2012
MOUNTAIN barangays of Cebu City will be the first to have their roads concreted from the 2012 annual budget.
The City Council passed a resolution to equally apportion the P100 million appropriated for capital outlay under the Department of Engineering and Public Works among the 31 mountain barangays.

The council didn’t want a repeat of last year when the budget supposedly for the asphalting of mountain barangays was realigned for the asphalting of the North Reclamation Area.
The mountain barangays’ main roads and secondary roads will be prioritized in the road concreting.
Condition
In approving the P5.2-billion budget, the council also set as a condition the return of the program of works to the council for approval.
“The lump sum appropriation for the road concreting amounting to P100 million shall be utilized only for the mountain barangays, and the identification and the program of works for the projects shall be subject to the approval of the Sangguniang Panlungsod,” the special condition set by the council read.
The original resolution, penned by Councilor Alvin Arcilla, enumerated only 30 barangays from the north and south.
But south district Councilors Roberto Cabarrubias and Jose Daluz III noticed that Barangay Sapangdaku was not included in the list.
Priorities
Councilor Augustus Pe Jr., a north district councilor who intends to run in the south district for the same position in 2013, backed the move of Cabarrubias and Daluz to include Sapangdaku in the list.
“Sapangdaku is more mountainous than Barangay Bacayan,” Pe said.
In the end, 31 barangays were identified in the list of priorities for road concreting.
Other southern barangays identified are Babag, Bonbon, Buhisan, Buot, Kalunasan, Pamutan, Pung-ol Sibugay, Sinsin, Sudlon I, Sudlon II, Tabunan, Tagba-o and Toong.
In the north the barangays are Adlaon, Agsungot, Bacayan, Binaliw, Budlaan, Busay, Cambinocot, Guba, Lusaran, Mabini, Malubog, Paril, Pit-Os, Pulangbato, San Jose, Sirao and Taptap.
