‘Let’s discuss guidelines first’

THE Naga City Government will allow the Cebu City Government to dispose of and process solid waste at its privately-run integrated solid waste disposal system provided its equipment in Barangay Pangdan can handle it.
Naga City Mayor Valdemar Chiong said this in reaction to reports that the Cebu City Government is planning to tap his city’s integrated solid waste system.

Chiong said that before the Cebu City Government can dispose of and process solid waste, the two local government units (LGUs) and FDR Construction, which runs and manages the waste disposal system, must come up with an agreement to prevent problems.
Biogas
The discussion, Chiong said, must include the capacity of the conveyor, method of composting, areas where to process human waste, and biogas production.
“These are important matters to tackle because we have to protect the environment and health of our constituents,” Chiong said.
Solid waste
The capacity of the equipment in solid waste processing is very important because while there is smooth processing of 50 to 60 metric tons of solid waste from the City of Naga and the Municipality of Minglanilla at present, Cebu City has 400 metric tons of solid waste a day, Chiong said.
Since the disposal of Naga’s solid waste was privatized, the City of Naga is paying P750 per metric ton to FDR Construction, which includes collection and processing of solid waste.
The Municipality of Minglanilla is also paying the tipping fee, and as host LGU, the City of Naga is getting 10 percent from it. If the Cebu City Government will also tap the area to process waste, provided it is within the capacity and capability of the equipment, then the City of Naga will have additional revenue, Chiong said.
