Mayor makes series of top revamps

CEBU City Mayor Michael Rama implemented another reshuffle among the office and department heads in City Hall.
Early this month, the mayor designated William Cris Artajo as executive director of the Cebu City Community Scouts Commission (CCCSC).
Artajo was hired by then mayor and now Rep. Tomas Osmeña in 2005 to take charge of the Management and Information and Computer Services (Mics).
But last January, Rama ordered him to leave his Mics post and designated him as officer-in-charge (OIC) of the Cebu City Environment and Natural Resources Office (CCENRO).
However, the mayor issued another memorandum last July 2, 2012 and designated Artajo as executive director of CCCSC.
The mayor, through a memorandum, instructed Inayawan Sanitary Landfill operations officer Randy Navarro to act as OIC at CCENRO in concurrent capacity.
Last July 6, 2012, Rama also issued another memorandum reassigning Noel Artes to the Cebu City Office for Substance Abuse Prevention (Cosap).
Artes was the head of the Prevention, Restoration, Order Beautification Enhancement (Probe), formerly Squatters Prevention Encroachment and Elimination Division (Speed).
He is expected to handle the anti-drug program of Cosap after its executive director, Joey Herrera, decided not to be renewed.
Herrera was once an office staff of Sen. Serge Osmeña III, brother of Rep. Osmeña, and is now at the office of Councilor Augustus Pe Jr. as executive assistant.
Rama issued another memorandum last week designating Antonio Hermosisima as OIC of the Probe, still, for the exigency of the service.
Hermosisima was a labor general foreman of the Department of Public Services (DPS) Street Cleaning before his new assignment.
The new Probe chief will be assisted by Wendell Cenas of the mayor’s office in the operation of the said office starting Monday.
Last March, Rama also designated Cathy Yso as executive director of the Cebu City Disaster Risk Reduction and Management Council.
Yso, who worked as secretary of Osmeña when he was the city mayor, was first assigned at the DPS, but landed at the disaster body.
The mayor appointed Ester Concha to replace Yso as Department of Social Welfare and Services (DSWS) chief.
Last April, Rama also designated Diwa Cuevas as OIC city accountant replacing Marietta Gumia who was reassigned at the City Budget Office.
