Oversized posters attract complaints

REP. Eduardo Gullas (Cebu, 1st district) reportedly wants the Talisay City Government to investigate the presence of oversized campaign posters around the city, particularly those at the Cebu South Coastal Road, as these have become eyesores.
Talisay City Councilor Celiapo Cabuenas told Sun.Star Cebu yesterday that during a meet-and-greet two weeks ago, Gullas expressed his concern about the oversized posters and said he would ask the city engineering, the Commission on Elections (Comelec) and the treasurer’s office to check if the owners of the posters complied with present ordinances and paid the prescribed fees.
City Administrator Richel Bacaltos said that while they haven’t received communication from Gullas, they have received complaints about the oversized posters and they are conducting a separate investigation.
He cited complaints over a poster owned by opposition member Valeriano Ylanan in Sitio San Miguel, Barangay Linao.
Not playing favorites
The poster allegedly lacks vertical clearance and was placed in a non-designated posting area.
Bacaltos said they are checking if Ylanan and the others who have started putting up their posters violated the City’s ordinance on proper billboard placement and if they paid the corresponding fees.
Ylanan said his posters are placed high enough not to disturb vehicles in the area. He also said the corresponding fees to put these up.
He said he will remove his posters if the Comelec orders him to.
Danny Caballero, another opposition member, admitted putting up oversized posters around the city, adding that he also has a permit for these.
He said the posters are not for his candidacy, but for his business. Caballero owns a
car sales business in the city.
Cabuenas, for his part, said Gullas’s concern was not only directed at his opponents.
He said Gullas also called the attention of Pooc Barangay Captain Doroteo Emit for posting an oversized poster ahead of the March 29 campaign start.
Like Cabuenas, Emit is running under the slate of Gullas, who is running for mayor.
