Cop suspended for shoving ticket into guard’s mouth-A A +A

THE Office of the Ombudsman-Visayas has suspended a high-ranking officer of the Police Regional Office (PRO) 7 for punching a security guard and shoving a ticket into his mouth two years ago.
Senior Supt. Orlando Ualat, deputy regional director for operations, was suspended for one month after the Ombudsman found probable cause in the administrative case filed against him.
Chief Supt. Danilo Constantino, director of PRO 7, told Sun.Star Cebu that the suspension took effect last Sept. 1 after they received the order from Camp Crame.
“I believe this will not affect the image of PNP, but the organization will not condone anyone who will be proven guilty,” he said.
Constantino appointed Senior Supt. Edward Carranza, PRO 7’s regional directorial staff, to assume Ualat’s position during Ualat’s suspension.
This is on top of Carranza’s regular duties, Constantino said.
In a separate interview, Carranza said the suspension stemmed from the administrative complaint filed by a security guard, who accused Ualat of mauling him.
Sun.Star Cebu sent a text message to Ualat and called him too to get his comment but the messages and calls were not answered.
Ferlito Ompad, a security guard at the Cebu City port’s terminal building, had said that on Oct. 24, 2011, Ualat punched him twice after he asked for the policeman’s terminal ticket when he tried to enter the boarding area.
Ualat was about to escort his wife inside the terminal when Ompad of GDS Security Agency asked the police official if he had a terminal ticket.
He was then the chief of PRO 7’s Regional Logistics Division.
Ompad said Ualat introduced himself as a police officer and appeared to expect to be allowed inside, but he advised the policeman to present a ticket instead. Ompad said he was only doing his job.
This infuriated Ualat and he shoved a ticket into his mouth, Ompad said.
Ualat also took Ompad’s firearms license and rammed the gate with his vehicle when he went out of the terminal.
To settle his concern on his license, Ompad was referred to the Firearms, Explosives, Security Agencies and Guards Supervision (Fessags) 7 office where he met Ualat.
Inside the Fessags office, Ualat punched Ompad again in the stomach in front of Supt. Rex Derilo, who was then the chief of Fessags 7, Ompad said.
Ompad filed a complaint against Ualat. The complaint was referred to the Office of the Deputy Ombudsman for the Military and Other Law Enforcement Offices.
In an earlier interview, Ualat denied the accusations, saying Ompad was arrogant and impolite toward him.
But the police official said he erred when he confiscated Ompad’s license.
He said he took the license just to verify with the Fessags 7 if Ompad was indeed a security guard.
