MANDAUE City Election Officer Anne Fleur Gujilde reminded barangays to contribute an amount to cover some of the expenses in next month’s barangay elections.
Under the Local Government Code, Gujilde pointed out, barangays should contribute not less than P10,000 to the Commission on Elections (Comelec) for the teachers’ transportation and other expenses.
Last July, Comelec issued a resolution reminding barangays to comply with the law.
As of last Friday, only Barangay Subangdaku sent its contribution to Comelec Mandaue.
The barangay gave a check worth P10,000.
Gujilde, in an interview, said the Comelec will not be able to provide P500 transportation allowance to each of the 1,551 teachers who will man the precincts in Mandaue, if all 27 barangays will only give P10,000 each.
The Comelec gives teachers an honorarium of P2,000.
Gujilde said barangays that lack funds can ask for a supplemental budget from the Department of Budget and Management.
If a barangay can’t give cash, it can help arrange for the transportation of the teachers and the election supplies. “If they can’t give cash, they can help in kind,” Gujilde said.
The Comelec has requested that barangay-owned vehicles be used to transport teachers to their precincts.
Gujilde said she hopes the barangays can give their financial contribution by Sept. 30. The synchronized barangay and Sangguniang Kabataan (SK) election is scheduled on Oct. 28.
The Comelec Mandaue registered 189,093 voters for the barangay election and 8,992 for the SK election. The city has 27 voting centers.
Some sectors have called for the postponement of the October election.
Gujilde said she hopes the election will push through so the efforts of Comelec personnel to register voters, as well as those who endured long lines to register, will not go to waste.
“Though there are proposals to postpone the election, we still continue with our preparation,” she said.
