Lawyer files poll case vs. Rama-A A +A

A LAWYER filed a complaint for violation of the Omnibus Election Code against Cebu City Mayor Michael Rama for allegedly not disclosing all his contributions for the May 13 elections.
Reymelio Delute said he intends to run for barangay captain of Basak San Nicolas in the Oct. 28 barangay polls against Rama’s cousin, George Rama, the incumbent chief.
In his affidavit-complaint, Delute quoted Mayor Rama’s statement of contributions and expenditures where the mayor revealed he received contributions from Mariquita Yeung amounting to P1 million.
In a June interview, talent manager Annabelle Rama said she also contributed P3 million to Team Rama to employ watchers.
In that interview published in Sun.Star Cebu, Annabelle was seething in anger, asking for a refund because she reportedly did not benefit from the watchers.
Delute said the fact that Annabelle has not come out to refute the published report means she is not denying the contribution.
Mayor Rama said he will answer the complaint at the proper time.
The Commission on Elections (Comelec) North District received the complaint at 8 a.m. yesterday. It will be forwarded to the national office in Manila.
The complaint was addressed to the Comelec’s law department.
“For failure of the respondent to completely and faithfully declare in his statement of contributions and expenditures and his schedule of contributions the donation he received from Annabelle, the former is liable for violating Section 109 of (Omnibus Election Code) among others and for perjury,” Delute’s affidavit-complaint read.
Mayor Rama did not comment on the P3 million allegation, but his cousin George did.
“The money was not used and it was already returned to Annabelle through me,” said Barangay Captain Rama.
He said he returned the amount in July.
“He should have consulted me rather than filing a (complaint),” the barangay captain said.
Delute said there is politics in his filing of the complaint.
While he has legal grounds, he said he filed the complaint because while consulting with Basak San Nicolas constituents for his projects, he was told that their votes for him would be useless because the mayor is not on his side.
“I find Mike Rama as an obstacle. If he will not be removed by the protest of Tomas Osmeña (former congressman and May 13 mayoral candidate) then it’s possible he would be removed through this case,” said Delute.
“Nisuway bitaw sila’g tangtang ni Mike pinaagi ni Tommy, sila man nuoy natangtang (They tried to remove Mike through Tommy, but they were the ones removed),” said Barnagay Captain Rama.
When asked if he is Type O, Delute said he is. But he told reporters this should not be taken against his filing of the complaint.
Delute and Barangay Captain Rama were voted in the collegial body in the 1980s that formed the barangay council.
Barangay Captain Rama ranked first and Delute sixth.
They formed the council but Delute resigned in less than a year.
