Capitol to hold summit today-A A +A

SEVERAL sectors and stakeholders are expected to attend today’s summit that the Capitol has organized.
The activity is a fulfillment of Gov. Hilario Davide III’s campaign promise to involve the public in governance.
Davide said their inputs will guide his administration as it plots its plan of action.
“We will listen to them as they tell us their agenda, programs and projects…,” he said.
The governor also promised that his administration will raise the budget for health services, agriculture and food production.
He did not give a specific amount, saying the hearing for the 2014 annual budget is still ongoing. However, he said next year’s annual budget will be smaller than this year’s P3.259-billion budget.
The Capitol held five pre-summit workshops where it consulted representatives from different sectors like farming, fishing, women, the youth, people with disabilities, labor, the academe and government agencies, including some local government units.
During Davide’s campaign sorties, he said he heard many people complain about the poor state of health services and district hospitals, specifically on the lack of equipment and medicines.
Back then, he said there was a need to invest in agriculture by expanding and providing adequate funds to the Farmer-Scientist Training Program (FSTP).
The FSTP’s focal person was Dr. Romulo Davide, the governor’s uncle, before his appointment was canceled.
When then governor Gwendolyn Garcia was suspended last December and Vice Gov. Agnes Magpale assumed as acting governor, Magpale reinstated Dr. Davide as a consultant for P1 a year.
At the time, Capitol’s annual budget for agriculture was P18 million, dwarfed by the P30 million reportedly spent for Sugbo TV.
It was then that Davide promised he would convene a provincial summit if he won the gubernatorial race.
“My role as governor will be similar to that of a facilitator, to establish cooperative relationships with other local governments and the national government,” he had said then.
