Capitol eyes P446M AIP for next year-A A +A

THE administration of Gov. Hilario Davide III will propose a P446-million annual investment plan (AIP) in the 2014 annual budget of the Capitol.
Program and projects in the AIP will focus on three areas of management: social, including health and social welfare; economic; and environmental.
The proposed AIP is 25 percent of the Capitol’s Internal Revenue Allotment (IRA) share of P1,795,628,070 this year.
The AIP will be incorporated in the 2014 annual budget proposal, which the executive branch at the Capitol will submit next week to the Provincial Board for approval.
The executive branch of the Provincial Government is expected to propose an annual budget of P2.4 to P2.4 billion, much lower than 2012’s P3.6 billion and 2013’s P3.259 billion.
Davide said the proposal is still being finalized.
Capitol information officer Ethel Natera said, though, that the allocations for projects and programs in the 2014 AIP are not yet final.
She said that aside from health and social welfare, social management projects under the AIP will include calamity and risk reduction, the establishment of evacuation centers and relocation sites, and construction of multi-purpose buildings.
Infrastructure projects related to economic management includes agriculture-related activities, roads, bridges and engineering activities, and implementation of livelihood programs.
Projects for the environment include reforestation, urban greening, waste management (including construction and rehabilitation of landfills), flood and erosion control.
