COMELEC 7 Director Temie Lambino said there was no failure of election in the region, despite a number of reported incidents.
Lambino said the Commission on Elections (Comelec) made sure the problems they experienced in previous elections would be avoided, like delays in the distribution of the election paraphernalia.
He said they had a hard time distributing the election paraphernalia in 2010 because they did not have enough time to prepare.
Comelec Commissioner Ma. Gracia Cielo Padaca said they prepared well for yesterday’s election.
However, there were some reports of irregularities.
In the town of Barili, a voter was surprised to learn that someone had already voted for him.
Barili election officer Jose Barriga said a voter from Barangay Vito arrived at his precinct to vote but was told by the board of election tellers (BET) that he already had his signature in the list of voters.
The voter was still able to vote, though, and the incident was recorded by the BET, Barriga said.
Provincial Election Supervisor Lionel Marco Castillano said incidents like this is not new.
Castillano said it could be the fault of the BET or maybe the names of two voters are the same.
In a press conference, Lambino said the Comelec assigns teachers who come from the same barangays because they are familiar with the faces of the voters.
Castillano said the teachers will receive their honoraria a week after yesterday’s elections, before All Saints’ and All Souls’ Day.
Lambino said the three board of election tellers (BETs) at SM City Cebu received their honoraria yesterday.
Yesterday, Arthur Patiga, provincial election assistant, said all the barangays in the Province have submitted their augmentation funds to their field offices.
The augmentation fund is for the BETs alone and the Comelec cannot use this for another purpose.
The teachers usually receive P2,000 as honorarium and P500 as transportation allowance.
Castillano said the increase of honoraria depends on the amount given by an LGU to the Comelec.
In a separate interview, Lambino said there is an additional honoraria of P1,000 and additional P500 for transportation allowance for every BET member in Cebu City.
The honoraria will be given by their election officer in cash.
