Political groups eye bets for ABC-A A +A

BASAK San Nicolas Barangay Captain George Rama will ask Cebu City Mayor Michael Rama to conduct a poll among village chiefs allied with Team Rama to determine who will be fielded for top posts in the Association of Barangay Councils (ABC).
George said he will recommend five barangay captains for ABC president.
They are Suba Barangay Captain Joel Sable, Tinago Barangay Captain Joel Garganera, Tisa Barangay Captain Philip Zafra, Ermita Barangay Captain Felicisimo "Imok" Rupinta and Poblacion Pardo Barangay Captain Althea Lim.
In an interview yesterday, George said he believes that the five can head the ABC and represent the barangays in the City Council.
Cebu Gov. Hilario Davide III, on the other hand, considers Celestino “Tining” Martinez III, newly elected barangay captain of Cayang, Bogo City, as a possible ABC president in the province.
Davide and Martinez belong to the Liberal Party.
Martinez, who ran unopposed in Cayang, made a courtesy call on Davide last Wednesday.
In a separate interview, incumbent ABC president Ribomapil Holganza Jr. said that it is not remote for Martinez to succeed him.
Holganza won a third term as barangay captain after running unopposed in Barangay Baod, Bantayan.
He said he is not sure if he will run for the ABC presidency in the province again, adding that he will consult the ABC heads of the towns and cities in Cebu.
Sun.Star Cebu tried but failed to contact Martinez for comment.
The ABC president earns a seat in the local legislative council.
In the Cebu City Council at present, this seat is occupied by T. Padilla Barangay Captain Michael Ralota, an ally of the Bando Osmeña Pundok Kauswagan.
George said it would be good to select who will run for ABC president through an election so that everyone can participate.
“Kung isig piliay man gud sila (Team Rama core group), maluoy ta sa wa napili. Mag election na lang aron way mahiubos (If the Team Rama core group is the one that will choose, those who will not be picked might become disgruntled),” he said.
The Team Rama core group is composed of the mayor, former city councilors Joey Daluz III and Eduardo Rama Jr., Atty. Jocelyn Pesquera, Rene Mercado and Eugene Elizalde.
Mayor Rama said in his regular news conference yesterday that he is amenable to his cousin’s proposal.
“It’s not a problem. But it will have to be discussed by the core group including one Team Rama councilor from the north district and one from the south district,” he said.
The mayor revealed that he received text messages from two Team Rama barangay captains who expressed interest in running for ABC presidency. He did not name them.
Navarro said in a separate interview that he is not planning to run for ABC president.
He said the decision will be made by Team Rama, adding that he was ABC president for five years from 1997 to 2012.
Rupinta said he has no plans to run for ABC president but he will abide with whatever the group decides.
Zafra said he is also not interested and would rather concentrate first on his barangay.
“Ganahan ko mo-concentrate usa sa ako barangay kay bag-o pa pod ta. Ihatag na lang nang positiona sa mga ahead sa akoa, sa mas senior na barangay captain (I want to concentrate on the barangay because I am new at this. They should let someone with more experience run),” he said.
He recommended George.
But George declined. “Kapoyan ko ana. Dugay na nang gi-offer sa akoa, bisan sauna pa (2010) pero kapoy ma-konsehal sa syudad (That was offered to me a long time ago but I find it exhausting to be a city councilor),” he added.
