DOST to open financial bids for MCIA project tomorrow

THE Department of Transportation and Communication (DOTC) will open tomorrow the financial proposals for the P17.5-billion Mactan-Cebu International Airport expansion project, the first airport public-private partnership (PPP) project of the Aquino administration.

MCIA Authority General Manager Nigel Paul Villarete of Mactan Cebu International Airport Authority (MCIAA) said that when the public bidding was conducted by DOTC last Nov. 28, two envelopes were dropped by the seven participating bidders.

The first envelope is for the technical bid, which is under the evaluation of the PPP Technical Working Group (TWG).

The second envelope, deposited at the vault of the Commission on Audit, contains the financial bid.

The DOTC will complete the technical evaluation stage for the MCIA project on Wednesday to determine how many of the seven PPP bidders will be eligible for the financial evaluation phase. This will pave the way for the opening of financial proposals tomorrow.

The seven bidders pre-qualified by DOTC are: the airport consortium of Manuel V. Pangilinan’s Metro Pacific Investment Corp. (MPIC) and John Gokongwei’s JG Summit Airport Holdings Inc.; AAA Airport Partners led by the consortium of Aboitiz Group and Ayala Corp.; Filinvest Land Inc.-Changi Airports International (CAI) Consortium; Premier Airport Group, a consortium of SM Investments Corp. and Flughafen Zurich AG; GMR Infrastructure Limited-Megawide Consortium; San Miguel and Incheon Airport Consortium; and First Philippine Airports, a consortium of the Lopez Group and the

Wellington International Airport of New Zealand.

The tendering process for the MCIA project has been fast-tracked to speed up the government’s infrastructure program, said DOTC spokesperson Michael Arthur Sagcal.

He said the same has been done with the Automatic Fare Collection System.

In the AFCS auction, three of the five bidders’ financial proposals were opened.

The DOTC said it is also planning to start the bidding process for the ITS terminal on Coastal Road within the month. Sunnex
