Chiefs in Tisa, Capitol Site to fight for seat in Council

CAPITOL Site Barangay Captain Manuel Guanzon will face Tisa Barangay Captain Philip Zafra for a seat in the Cebu City Council as president of the Association of Barangay Councils (ABC) Cebu City Federation.

It is a contest between a veteran barangay captain in Guanzon, the current ABC vice-president, and a neophyte in Zafra on Dec. 18 at Sarrosa Hotel.

Guanzon has already confirmed his candidacy while Zafra did not answer repeated calls and messages for confirmation.

It is also a contest between Bando Osmeña Pundok Kauswagan (BOPK) and Team Rama, with Guanzon representing the former and Zafra, the latter.

This, even if barangay officials are considered non-partisan.

Guanzon is ready to hand the presidency to Zafra with only 36 barangay captains allied with him.

But his running mate, Pahina San Nicolas Barangay Captain Antonio Caruzca, is more optimistic than Guanzon.

“Dili mahimo nga modagan mi para mapildi (We can’t run just to lose),” Caruzca told Sun.Star Cebu.

Vice president

He will be facing Tinago Barangay Captain Joel Garganera for the position of vice president.

Cebu City Mayor Michael Rama was hesitant to make the confirmation for Zafra and Garganera. Instead, he said, “I’m comfortable with the two of them because they have been serving the public for a long time.”

“They will ably represent Team Rama and I will be vying for them,” said Rama.

Win or lose, the mayor said he will continue to support the ABC.

“I’ve always assured the ABC of my help and especially if these two will be elected,” said Rama referring to Zafra and Garganera.

Caruza said former congressman and BOPK founder Tomas Osmeña was not actively involved in choosing the candidates for ABC president, vice president and 10 members of the board.


Guanzon was endorsed by outgoing president Michael Ralota, T. Padilla councilman, and 35 other BOPK allied barangay captains.

Zafra was chosen from the list of five nominees: Suba Barangay Captain Joel Sable, Ermita Barangay Captain Felicisimo “Imok” Rupinta, Poblacion Pardo Barangay Captain Althea Lim, Garganera and Zafra.

Team Rama is fighting for another seat in the BOPK-dominated Council to raise its number to five allies along with Councilors Hanz Abella, James Cuenco, Mary Ann de los Santos and Dave Tumulak.
