Board to get PBAC report on bid review

THE Pre-Bidding and Awards Committee (PBAC) of the Department of Transportation and Communication (DOTC) will present the results of its evaluation of the bids for Mactan-Cebu International Airport expansion project today.

The Mactan-Cebu International Airport Authority (MCIAA) Board will hold a special meeting for the PBAC presentation.

The bidding for the P17.5-billion MCIA expansion and privatization project was held on Nov. 28, 2013. The financial proposals of the bidders were opened by DOTC-PBAC on Dec. 12.

The DOTC was supposed to issue the notice of award to the winning bidder yesterday, but MCIA General Manager Nigel Paul Villarete said the awarding was deferred because the MCIAA Board wants to discuss some issues with the DOTC.

The meeting will be presided by DOTC Undersecretary Jose Perpetuo Lotilla.

Representatives from the Department of Justice, Department of Tourism and the Civil Aviation Authority of the Philippines will also attend the meeting.

Of the seven bidders, the Megawide-GMR consortium submitted the highest bid of P14.404 billion. This was followed by the Filinvest-CAI consortium with P13.999 billion and Premier Airport Group, led by SM, with P12.5 billion.

The other bidders were MPIC-JGS Airport consortium of businessman Manuel Pangilinan and taipan John Gokongwei with P11.23 billion; AAA Airport Partners of the Ayala Group and Aboitiz Land with P11.088 billion; San Miguel Corp.-Incheon Airport consortium with P9.05 billion; and First Philippine Airports of the Lopez group with P4.7 billion.

Filinvest Development Corp. earlier questioned the commitment of the consortium of Philippine-based Megawide Construction Corp. and GMR Infrastructure Ltd. of India to the MCIA project. The issue raised by Filinvest prompted an investigation by the DOTC.
