Homeowners want to know status of lot

THE Warwick Barracks Homeowners’ Association, Stall Owners and Livelihood Association Inc. of Barangay Ermita has asked the Cebu City Council to investigate the status of the lot.

This, after Mayor Michael Rama announced that reconstruction of stalls and other structures within the area hit by a recent fire is temporarily not allowed.

The homeowners, in their letter addressed to Councilor Alvin Dizon, chairman of the council’s committee on housing, said Rama’s pronouncement added insult to injury.

Perla Eraya, president of the homeowners’ group, in their letter said the move is a denial of their rights to housing. The City also did not offer relocation sites, they said.

“Let me remind him that the right to housing is a basic human right regardless of color, race and political inclination,” their letter read.

After the fire, the City temporarily placed the affected vendors at the Freedom Park, but stall owners said the place was already crowded with vendors and their livelihood will be affected.

The homeowners said they found out that the lot is untitled and unregistered.

Tax declaration

They submitted to the council a copy of a tax declaration and vicinity map of the lot they obtain from the City Assessor’s Office and Bureau of Lands, respectively.

According to the tax declaration, the National Government is the declarant of the lot and not the City of Cebu.

Close to 400 members of the homeowners group signed the letter.

Right now, the City has already cleared the area hit by the fire to pave way for a plan to develop the Warwick Barracks into a commercial area.

The affected families also tried to block the fencing of the area until Rama told them they are still be allowed to sell.

The City Council has scheduled an executive session on the matter.
