Cordova’s cyberporn problem lures Der Spiegel

THE child pornography problem in Cordova, Cebu has caught the attention of one of Europe’s major publications.

Katrin Kuntz, reporter of the German news magazine Der Spiegel, visited the municipality and interviewed officials yesterday.

“I'm interested in the case and I am interested in what we can do to protect the children,” she said.

She said there is also a child porn problem in Germany.

“A lot of clients who look at child pornography from the Philippines are also German clients or from Europe,” Kuntz said.

Cordova Mayor Adelino Sitoy was surprised that the problem got the attention of foreign media.

Kuntz, he said, is the first foreign journalist to visit the town and ask about the issue.

He said cyberporn is a social menace.

Councilor Angel Gairanod explained the town’s anti-cyberporn program to the Der Spiegel reporter.

From 2011 to 2013, authorities rescued more than 20 minors and arrested nine adults, most of them parents who were operating cybersex dens in Cordova.

Most of the arrests were made in Barangay Ibabao.

Researchers of children's rights advocate Terre des Hommes (TDH) Netherlands found 1,000 predators seeking webcam sex performance from children on public chat rooms.

The TDH's report focuses “specifically on child victims in the Philippines, which appears to be where Webcam Child Sex Tourism (WCST) is most widespread.”

“In the Philippines, for example, WCST often involves young children who do not report the crimes of predators because they and their families are dependent on the income provided by their involvement in this sexual exploitation,” the report read.

TDH cited a Peoples Recovery Empowerment Development Assistance (Preda) Foundation estimate that 100,000 children in the Philippines have fallen victim to all forms of sexual exploitation.

Kuntz said she was relieved that most of the arrested foreign nationals involve in cybersex in Cebu were not Germans. But she said the cyberporn problem should be addressed by authorities.

Program

Sitoy said the Municipal Government involved the community and the church to fight the problem.

The anti-cyberporn program involved giving livelihood to families and holding regular meetings with the youth and women sectors.

Sitoy’s administration also launched the Save the Children Movement, which promotes moral recovery and provides community education about the laws against child pornography and trafficking in persons.

Sitoy said an ordinance was passed two months ago providing stricter monitoring of money transfer firms, which handle the remittances to cyberporn operators from Internet clients.

“Makabungkag ning cyberporn og pamilya (Cyberporn can break a family),” he said.
