Mayor to ‘defy’ ombud order dismissing 3 City engineers; to find other remedies

CEBU City Mayor Michael Rama said he will not implement the Office of the Ombudsman-Visayas’ order to dismiss from service three engineers from the Department of Engineering and Public Works (DEPW).

In a news conference yesterday, the mayor said he has not yet received a copy of the order that was signed by Deputy Ombudsman Pelagio Apostol.

The subject of the dismissal are DEPW project inspector Joel Pasatiempo, assistant city engineer June Nadine Sison and Juanito Pua Jr. who is the head of DEPW’s construction division.

Also, Rama said that being their employer, he wants the City Legal Office headed by Atty. Gerone Castillo, to exhaust all legal remedies so the three engineers will not be removed from their current posts.

“What if there is still a way?” he asked.

Because of this, Rama said he will let the three engineers continue working at City Hall.

Castillo, when asked about the matter, said that his office has not yet received the dismissal order from the ombudsman.

Liable

The ombudsman has ordered the dismissal of the three engineers after it found them liable for grave misconduct, conduct prejudicial to the best interest of public service and violation of the Anti-Graft and Corrupt Practices Act.

The three engineers were accused of asking from Robert Montenegro, owner of Fe & A Construction Services, for a computer and a camera for the use of DEPW.

Montenegro claimed that the three engineers solicited various other items and cash from him.

Montenegro’s construction firm handled the stone masonry work in Sitio Riverside, Sanciangko St. and in Barangay Pahina Central.
