AN ELDERLY British national was arrested last Monday by the police for allegedly molesting three girls inside his room in Barangay Perrelos, Carcar City, Cebu.

The police filed yesterday a complaint for violating Republic Act (RA) 8353, or the Anti-Rape Law of 1997, in relation to the Special Protection of Children Against Abuse, Exploitation and Discrimination Act against Stanley James Lamb, 73, before the Cebu Provincial Prosecutor's Office.

Lamb’s arrest came after the girls, ages five to nine, told their families that he allegedly touched and licked their private parts.

Lamb told Sun.Star Cebu he is “completely innocent.” “I didn't rape them,” he said.
“As a matter of fact, I hate rapists.”

Cartoons

PO2 Camia Codo of Carcar City Police Station said the girls—cousins Jessica, nine; Mary, five; and Anna, five—alleged they were sexually abused by Lamb late last year.

Sun.Star Cebu is withholding the real names of the girls.

Codo said Lamb, a retired soldier, would allegedly lure the kids to his room by letting them watch cartoons.

The British national rented a room inside one of the kids’ house.

The girls' parents didn't suspect anything until last Sunday when Mary was brought again to Lamb's room.

Codo, investigator of the Women and Children Protection Desk (WCPD), said Jessica was outside the room when the incident allegedly took place.

No warrant

After the incident, Jessica and Mary told the nanny of Anna. The nanny then informed the girls’ parents. It was the girls’ parents who reported Lamb to the police.

A police team arrested Lamb in his room past 10 a.m. The British national didn't resist arrest, but he asked the police to present a warrant.

“It was not needed because he was pinpointed by the girls as the one who (allegedly) molested them,” Codo said.

The girls underwent a medical examination in the pink room of Vicente Sotto Memorial Medical Center (VSMMC) last Monday. Police have yet to receive the results.

Before the incident, Codo said there were no complaints against Lamb, who has a Filipina live-in partner.

Inside his detention cell, Sun.Star Cebu caught Lamb resting on a mattress away from other detainees. He wore a catheter for his bladder problem. Before he was brought to the court yesterday, three men had to support him because he had a hard time walking.

Lamb has been living in the country since 1995.

In a separate interview, Anna's mother (name also withheld) said she noticed last year that her daughter had rashes in the genital area. She said she did not think much of it.

She wants the foreigner deported for what he allegedly did to her daughter.

Neighbors said Lamb stayed mostly in his room and would sometimes sit outside of the house. They said they don’t see him drink alcoholic beverages.

A Filipina visits Lamb every day to bring him meals.
