Naga wins 2nd DILG award

FOR the second time, the City Government of Naga, Cebu was awarded the Seal of Good Housekeeping Silver Grade by the Department of Interior and Local Government (DILG) for the fiscal year 2012.

The award was given to the southern Cebu city in February this year.

In a letter addressed to City Mayor Valdemar Chiong, DILG Secretary Mar Roxas said the city which received the award will be given access to other national program windows such as the Bottom Up Budgeting Program or the Grassroots Participatory Budget Process; Payapa at Masaganang Pamayanan (Pamana) Program, Provision of Potable Water Program (Salintubig) and other programs that require DILG eligibility.

Roxas said that, by next year, the DILG plans to scale up its Seal of Good Housekeeping into the Seal of Good Local Governance, which will require a much wider range of LGU performance and will now include disaster preparedness in its coverage.

Aside from disaster preparedness, other categories included in the Seal of Good Local Governance is good financial housekeeping, social protection for the basic sector, business friendly and competitiveness, environmental compliance and law and order and public safety.

Chiong, in a separate interview, said they are happy to have received the award for the second time.

“It goes to show that our city, though young it is, is giving enough service to its constituents,” the mayor added.

The mayor told reporters that they attributed their award to their practice of transparency in government services and good governance.

Two years ago, the City Government of Naga was awarded with the bronze plaque of the Seal of Good Housekeeping for good governance due to its performance in internal housekeeping, particularly in areas of good planning, sound fiscal management, transparency and accountability and valuing performance management.

In that same year, the city was awarded also by the Bureau of Local Government Finance (BLGF) as best tax collector in Central Visayas due to its efficient collection of real properties.

The City of Naga bested 15 other cities in the region with a collection efficiency of 522.47 percent.
