Red tape in 11 agencies ‘too much’-A A +A

THE Civil Service Commission (CSC) revealed that 11 of 64 National Government offices in Central Visayas did not comply with Republic Act (RA) 9485, otherwise known as the Anti-Red Tape Act (Arta).
Lawyer Karin Litz Zerna, CSC 7 director, identified the offices as those of the Land Transportation Office, Land Registration Administration, Professional Regulation Commission, Philippine Charity Sweepstakes Office, Department of Social Welfare and Development, Bureau of Immigration, the Department of Labor and Employment, National Prosecution Service, Department of Tourism, Department of Environment and Natural Resources and the Public Attorney's Office.
The scoring was based on the CSC report card survey, which looked into the services and facilities of government offices, their mandates and the satisfaction level of people who had transactions with them.
CSC researchers obtained 30 clients for every government office.
Before, the CSC only looked into the compliance of two government offices per region.
Zerna told reporters during a press conference yesterday that CSC can help government offices comply with the Arta and improve their services.
However, Zerna stressed, that the CSC will file criminal and administrative charges against government officials who have allowed fixers to facilitate transactions with their offices.
So far, no one has been charged.
The CSC also recognizes government offices that score well under Arta.
As of 2013, five service offices got excellent performance ratings; two were considered outstanding; 36 received good ratings; and 10 had acceptable performance.
Those that were recognized from 2011 to 2013 include the Municipal Government of Loboc, Bohol; Bureau of Internal Revenue (BIR) Cebu City office; Department of Trade and Industry Siquijor Provincial Office; Philippine Health Insurance Corp. Dumaguete City; Home Development Mutual Fund Cebu South Branch; Government Service Insurance System Bohol Branch; and the Public Attorney's Office in Tagbilaran City.
