WHAT happened to the estimated 80 members of the Mayor’s Management Team (MMT) that was formed by former mayor Tomas Osmeña almost 10 years ago?

Mayor Michael Rama dissolved the MMT in 2010 and converted it into the Research and Development Group, several months after he assumed office.

The research group is supposed to focus on waste management and improving the City’s procurement process. But unlike during the time of Osmeña where the MMT operated separately and had its own office, the group only convenes when the need arises.

However, the group has not convened since then, according to Atty. Marie Velle Abella, an MMT member.

Abella now works at the Cebu City Legal Office.

Purpose

The MMT, which was created in 2005, was composed of cum laude and magna cum laude graduates from different fields.

They were tasked to conduct case studies on problems that beset City Hall, such as slow procurement, unclear auditing, undelivered services, and then come up with a report and submit recommendations to the mayor.

The MMT was selected in 2007 as one of the country’s 10 best models of management by the Ateneo Graduate School of Business.

Abella said some of MMT’s members resigned and decided to work in other government agencies, such as the Department of Social Welfare and Development 7 and the Civil Service Commission, among others.

Others are also employed at the Cebu Provincial Capitol, which is now headed by Governor Hilario Davide III, she said.

Davide is an ally of the Bando Osmeña Pundok Kauswagan headed by Osmeña.

There are also others who work under the offices of the some of the incumbent city councilors.

Majority of them, however, stayed.

Regular employees

An MMT member, who requested not to be named, said 75 percent to 60 percent are assigned to different offices and departments.

Aside from the City Legal Office, some MMT members work at the Cebu City Medical Center, the City Accounting Office, the City Treasurer’s Office, City Protocol’s Office, Fort San Pedro and Office of the Senior Citizen’s Affairs, among others.

Human Resource and Development Office Chief Atty. Dominic Diño said most of them are regular employees occupying plantilla positions.

Rama said he wants to promote some of them.

“I am seeing them to be soon, if they are qualified, to become department heads,” he said.

Asked if the MMT’s has served its purpose, Osmeña, in a separate interview, said it did.

Among its contributions, he said, is that it was able to hasten the procurement and payment process of the City to its suppliers.
