THE job-order employee who drove the Cebu City-owned multicab after office hours will lose his job.
City Legal Officer Jerone Castillo said they’ve already informed Severino Cardente that they’ll terminate the latter’s contract.
The City Legal Office is investigating Cardente, along with Engr. Roel Tahom, Pergentino Carawana and Arnold Lauron.
Cardente drove the three members of the local school board to an official activity in Barangay Labangon last Friday.
The vehicle was clamped by the Cebu City Traffic Operations Management (Citom) at dawn the following day for parking illegally near a beerhouse.
“I told Cardente that it is his right to submit a written explanation but he waived his right, he won’t submit anymore. He admitted he went there (beerhouse) and he bought beer there and illegally used and parked the vehicle without the knowledge of his superior,” Castillo said.
During the investigation, Cardente said he went to the beerhouse because of a family problem.
Castillo said this does not justify his using a City-owned vehicle outside designated hours.
It also didn’t help Cardente’s case that has 19 traffic violations dating back to 1999.
Citom dug out his records and discovered that he has accumulated fines that total P5,200.
Citom Executive Director Rafael Yap believes Cardente used to work as a jeepney driver based on the latter’s violations, which included stopping on a “go signal,” stopping at a “no stopping zone,” not wearing a uniform and driving a vehicle with a defective tail light.
“Samot (All the more)!” was Mayor Michael Rama’s reaction to the violations.
He said these are sufficient reasons to end Cardente’s contract.
While there is protocol to follow like giving an employee a chance to answer allegations, the mayor said the City is no place for those who violate rules and government laws.
