Barangay ‘fails’ to pay wages, buy fuel: Dad-A A +A

MORE than 100 employees of Barangay Sambag I, Cebu City did not receive their salary for the first half of May because the village chief dismissed the barangay treasurer.
Sambag I Councilor Jerry Guardo and his wife Aileen also said the barangay cannot purchase supplies like fuel for garbage trucks.
“Wa may mo-pirma sa mga vouchers (No one can sign the vouchers),” he said in an interview yesterday.
Barangay Captain Lemar Alcover said this is not true. He added that the barangay’s delivery of services remained uninterrupted because he appointed a new treasurer on May 1.
He also said the barangay treasurer is coterminous with the appointing officer so there is no need for him to get the barangay council’s approval to terminate the services of Filomeno Chuntik and appoint a new treasurer.
Councilor Guardo said Chuntik’s dismissal on April 28 was illegal because it did not have the concurrence of the barangay council. He added that Alcover cannot appoint a new treasurer because the issue surrounding the dismissal of Chuntik remains unresolved.
Alcover accused the Guardos of politicking.
Alcover, however, may not be able to complete his term as the Municipal Trial Court of Cities Branch 3 earlier declared Aileen Guardo winner in the October 2013 race for barangay captain.
Aileen yesterday said she filed a motion for execution of the court’s decision.
She said she will complete the projects that her husband started during his term as barangay captain. These projects include drainage and road asphalting.
