Caterer wants CH to pay P5.2M IOU

THE Cebu City Government still owes a catering company P5.2 million for packed meals it served teachers, city employees and officials during the barangay elections in October 2010.

Jose Uy of Cebu Red Carpet Catering Services Inc. wants the City Council to help them collect the amount.

In his letter to Councilor Margarita Osmeña, chairperson of the council’s committee on budget and finance, Uy said the payment is long overdue.

Money needed

The packed meals were distributed to board of election inspectors, poll clerks, personnel of City Hall and the Commission on Elections, policemen and other support staff on Oct. 23, 24 and 25 that year.

“We have nobody to turn to other than you, and we appeal to your kindness as this amount is very crucial for our operation,” Uy said.

He said they will be moving to another location and they need the money for a new building.

Uy’s letter to Osmeña was endorsed to the council during its May 21 regular session. The council referred the matter to the City Treasurer’s Office for appropriate action.

Councilor Hanz Abella asked Acting City Treasurer Diwa Cuevas to submit a written explanation to the legislative body on why the payment to Red Carpet has been delayed.

Sun.Star Cebu tried to get a statement from Cuevas regarding the matter but repeated calls were left unanswered.

In a previous interview, Cuevas had said the City could not yet process the payment to Red Carpet because the transaction lacked supporting documents, such as an acknowledgment receipt from the offices or individuals who received the meals or proof that the meals were delivered and accepted.

No bidding

Also, she had said the Commission on Audit (COA) questioned other aspects of the transaction like the absence of a public bidding.

Also, the packed meals were purchased by the City through an “emergency purchase,” but COA had said elections are not emergencies as these are scheduled on specific dates.

Cuevas had said the City would just have to wait for the court to resolve the civil case Red Carpet filed against the City before the Regional Trial Court in September 2012.
