Boy, 13, ‘rapes’ 4-year-old girl

A FOUR-YEAR-OLD girl was allegedly raped by a 13-year-old high school student in Barangay Perrelos, Carcar City, Cebu.

Jessa, 4, had gone outside her house at 6:30 p.m. last Monday when she was suddenly dragged by Dennis, 13, into the bushes. (Their real names are withheld, for being minors).

The girl's mother, when interviewed by Sun.Star Cebu, said the boy then stripped Jessa's clothes and fondled the girl's private parts.

The mother said Dennis forced himself on Jessa's genitalia and anus.

The incident was witnessed by Jessa's cousin, who later told the girl's family.

The mother, a house helper, immediately went home but Jessa could not be located immediately. She hid in a corner of the house, shocked by the incident.

"She was pale and she was trembling when we saw her," the mother said.

Examination

They reported the incident to the police on Wednesday and took Jessa to the pink room of Vicente Sotto Memorial Medical Center (VSMMC) for a medical examination.

Jessa though continued to feel pain in her private parts so the mother said she will bring the girl back for follow-up examination.

The Women and Children Protection Desk (WCPD) of Carcar City Police Station took custody of Dennis based on the complaint of Jessa's family.

The boy was released for being a minor.

Under Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006, a child below 15 shall be exempted from criminal liability but will be subjected to an intervention program.

PO2 Camia Codo, one of the WCPD personnel, said they turned over Dennis to the social welfare and development office of Carcar City.

The girl's mother went to Sun.Star Cebu on Friday to report why the boy has been let out and not in the government's custody.

"We are afraid that he's going to touch other children,” she said in Bisaya.

Viviana Elacion, social welfare officer of Carcar City, said Dennis is under the care of his family because the city doesn't have the facility to take him in.

In a phone interview, she said the facility that caters to children in conflict with the law is in Argao town.

But Elacion said Dennis is undergoing intervention such as counseling and other activities.
