5 medical suppliers to CCMC to get paid

THE Cebu City Government has failed to pay five suppliers for almost P6 million worth of medicines and medical and laboratory supplies it purchased in 2012 for the Cebu City Medical Center (CCMC).

It owes Euromed Laboratories Philippines Inc. P1,528,436; Berovan Marketing, P2,643,531; Cebu Far Eastern Drug Inc., P1,437,243; Medical Center Trading Corp., P118,285; and Vitalis Pharmaceuticals Philippines Inc., P237,808.

No council nod

Councilor Lea Japson, chairperson of the City Council’s committee on health, sanitation and hospital services, said the City Accounting Office suspended the disbursement vouchers covering the transactions.

This is because the purchase of medicines and medical supplies was not covered by a resolution approved by the legislative body.

Under the budget ordinance covering the City’s P5.2-billion budget in 2012, Japson said there is a provision that states “disbursement of funds for the drugs and medicines, medical, dental and laboratory supplies shall be subject to the approval of the Sangguniang Panlungsod.”

During the council’s June 11 regular session, Japson sponsored a resolution that seeks to pay the five suppliers.

‘Overlooked’

When the matter was tackled, Councilor Margarita Osmeña, chairperson of the council’s committee on budget and finance, lamented the failure of CCMC to pay the suppliers promptly.

“This may mean non-delivery of supplies in the future,” she said.

Some of the councilors said the management of CCMC should have immediately asked the council to sponsor a resolution covering the procurement of medicines and other supplies so the suppliers could get paid.

Japson retorted that the matter may have been overlooked.

Councilor Sisinio Andales said he wants CCMC officials to explain the delay in payment.
