‘Mentally ill’ woman ‘raped’ by neighbor

FOR allegedly raping a mentally ill neighbor, a 20-year-old man was charged before the Cebu City Prosecutor’s Office.

Punta Princesa Police Station-Women and Children’s Protection Desk filed a rape complaint against respondent Jeffrey Jagdon.

The complaint will undergo preliminary investigation because Jagdon was not arrested by the police.

Last May 23, Lara (real name withheld), 23, was allegedly raped by Jagdon after she watched a basketball game in their neighborhood.

Game

The victim was watching the game with her aunts.

She later left and went home alone.

She saw Jagdon standing from afar. When she passed by Jagdon, she was dragged by the latter towards a secluded area.

The respondent allegedly poked a knife at Lara, undressed her and raped her.

He fled immediately after.

The victim did not tell her relatives about the incident because Jagdon allegedly threatened to kill her if she did.

Fluid

She divulged the incident only after her sister-in-law noticed a whitish fluid in her clothes and confronted her.

Rape falls under the category of index crimes. The Cebu City Police Office (CCPO) ranked second in Central Visayas with 9,796 index crimes last year.

Index crimes are the crimes against persons and properties like homicide, robbery, and theft.
