MANDAUE City Councilor Emmarie Dolores Ouano-Dizon has the fattest wallet among elected officials in this city, with a net worth of P38.43 million.
Based on an official document, Dizon, daughter of Cebu Provincial Board Member Thadeo Ouano, also has the most business interests and financial connections among city officials, including five Jollibee franchises in Cebu.
Dizon’s wealth comes mostly from real properties at P35.23 million. These include eight residential lots in Busay, Cebu City and Opao, Mandaue City, amounting to P32.55 million and an agricultural lot in Barangay Opao, Mandaue City worth P2.5 million.
Her personal and other properties, which totaled to P10.47 million, include a time deposit (P2 million), Mercedes Benz (P2.2 million), Toyota Grandia (P1.2 million), Honda Accord (P1.2 million), and jewelry (P1.8 million), among others.
Dizon bought stakes in the Agencia Niño de Cebu, Vistamar Beach Club, Ayala Sports Club, NS Royal Pensione, Club Ultima and the Time Republic Manpower and General Services. She also owns the Jollibee branches in the cities of Bogo and Carcar; towns of Liloan and Consolacion and at Cybergate, Cebu City. She listed a P7.28-million loan as her liability.
Dizon even surpassed Mayor Jonas Cortes by over P17 million, when the latter reported a net worth of P20.68 million.
Cortes has the most number of real properties, mostly inherited by his wife, totaling to P9.11 million, according to his Statement of Assets, Liabilities and Net Worth (SALN) for 2013.
His personal properties valued at P12.51 million. These include, among others, cash in bank (P1 million), jewelry (P1.97 million), cash on hand (P447,792), house (P5.99 million), and furniture and appliances (P3.82 million).
Councilor Beethoven Andaya ranks third in the list of millionaire city officials with P15.15 million net worth.
The bulk of Andaya’s wealth comes from his real properties, which totaled P11.1 million. These include a house and lot in Barangay Paknaan (P3 million), a lot in Lapu-Lapu City (P2 million), five units Isuzu prime mover (P3 million), 10 units trailer (2 million), Isuzu Trooper (P600,000), and Honda CRV (P500,000).
His personal and other properties, which totaled P5.4 million, also include cash on hand (P2 million), receivables (P3 million), furniture (P200,000) and jewelries (P200,000). Andaya’s liabilities reached P1.35 million as of Dec.31, 2013.
Andaya is followed by Vice Mayor Glenn Bercede, who reported P11.15 net worth for 2013. Majority of Bercede’s wealth comes from his real properties—six residential houses and carport- totaling to P4.44 million. His personal properties also include three vehicles and two motorcycle totaled P2.95 million.
The other city officials whose SALNs the Ombudsman Visayas released this week are: Nenita Layese (P5.82 million), Councilors Editha Cabahug (P1.73), Councilor Jimmy Lumapas (P1.67 million), Ernie Manatad (P740, 219), Demetrio Cortes (P514,000), Jose Jefferson Ceniza (P495,000), and Diosdado Suico (P204, 500).
