‘Topnotchers incentive’ measure proposed

CEBU bore six topnotchers in the recently released result of the nursing licensure examination.

It is customary that the Cebu City Council commend the topnotchers in the form of a resolution. But the next batch of topnothers may have more than just a commendation.

A university dean and Cebu City lawyers have no objection to the proposed Topnotcher's Incentive Ordinance authored by Councilors Nendell Hanz Abella and Mary Ann delos Santos.

Former councilor and Cebu Institute of Technology–University dean Arsenio Pacaña said an added cash incentive will inspire students and will prod schools to “level up” their education.

“Incentive for topnotchers is an added motivation to the graduates,” said Pacaña.

He said that the school already gives incentive to its graduates who make it to the top 10 of any board exams.

The Cebu City Integrated Bar of the Philippines also sent a position paper to the council supporting the proposed ordinance.

The proposal also caters to graduates taking the bar exams.

Any city constituent who top the bar will get P100,000, while those who land between the two and fifth spots will get P50,000 and those rounding up the top 10 will receive P20,000 each.

The same incentives will be applicable to topnotchers of the physician's board.

For Philippine Regulatory Commission board exams, city constituent who tops the examination will get P50,000. Those who rank second through fifth will get P25,000 and those rounding up the top 10 will have P15,000 each.

“The City of Cebu understands the hardships and efforts exerted by every board or bar candidate that an incentive to the topnotcher is proper and reasonable,” the resolution accompanying the proposed ordinance read.
