A CASUAL employee was found positive for using illegal drugs during a random drug test by the Cebu Provincial Anti-Drug Abuse Commission (CPADAC) at the Capitol Legislative Building yesterday.

CPADAC Executive Director Joey Herrera said there were 103 regular, casual and
outsourced employees who underwent the screening test.

They are employees working at the Capitol executive and legislative offices.

The employees were directed to undergo the test following a memorandum issued by Provincial Administrator Mark Tolentino, which was announced after the flag ceremony yesterday.

Unlike the previous drug testing, the memorandum explicitly directed employees to appear at the second floor of the Legislative Building to submit urine samples for the drug test.

Summoned

Last March 31, the employees were summoned to a meeting, which turned out to be the random test.

Herrera said there were 119 employees who were invited for yesterday's drug test but 16 of them failed to appear.

"Either absent or wa lang gyud moari or naa sa field (Those who did not appear are either absent, on field work or they just did not want to come here)," Herrera told reporters.

The employees were selected through a computer-generated system.

Herrera explained that the urine sample of the casual employee found positive for illegal drug use will still be subjected to a confirmatory test.

Dismissed

The employee may be dismissed from service.

Through the luck of the draw, some of the employees who took the test yesterday were also subjected to the random drug test last March 31.

Earlier, CPADAC found 14 Capitol personnel positive for using methamphetamine hydrochloride or shabu.

They have since been dismissed, including a regular employee.

Some of the local government units under the Province have also conducted drug tests among their employees.

The latest municipality to tap CPADAC for the drug test is Tuburan where one of 49 employees was found positive.

CPADAC also recently conducted a surprise drug test on some of the employees of the Cebu Provincial Detention and Rehabilitation Center.
