FOURTH year education students of the Talisay City College (TCC) yesterday complained to Mayor Johnny de los Reyes that they could not begin their internship because the acting president of TCC has not signed their applications.

Talisay City Legal Officer Alfredo Sipalay revealed that Dr. Ester Velasquez had never reported for work as acting TCC president since her appointment on June 27.

Velasquez, former president of the Cebu Normal University, is the third person appointed acting TCC president since classes opened in June.

A source who asked not to be named said Velasquez's family disapproved of her appointment.

Sipalay said Velasquez's absence created a leadership vacuum at TCC that affected students.

The senior education students, who staged a silent protest at Talisay City Hall with their parents, have not been allowed to conduct practice teaching by Talisay City Schools Division Superintendent Woodrow Denuyo because their practicum applications do not have the approval of the college president.

In response to the students’ complaint, de los Reyes called the Commission on Higher Education (Ched) 7.

Sipalay said that due to leadership vacuum at TCC, Ched 7 Director Freddie Bernal gave the mayor authority to serve as acting president.

Sipalay said de los Reyes will hold the post until the college board has appointed a president.

In a separate interview, Talisay City Councilor and TCC board of trustees member Richard Francis Aznar said the mayor’s appointment as acting president must be discussed by the college board first.
