DPWH vows to plant 8T mangroves

THE Department of Public Works and Highways (DPWH) 7 has agreed to replace 79 trees that disappeared during an ongoing road rehabilitation project at the Sergio Osmeña Blvd., Cebu City last April.

To convince the Department of Environment and Natural Resources (DENR) to lift the cease-and-desist order (CDO) it issued on the road project, DPWH 7 Director Ador Canlas said they will plant around 8,000 mangroves at the former Balili property in Barangay Tinaan, City of Naga.

Canlas told reporters that they plan to start planting the mangroves next week.
He said the DPWH 7 hopes to sign an agreement with DENR 7 regarding the planting of mangroves, as a condition to lifting the CDO.

The rehabilitation of one side of Sergio Osmeña Blvd. was completed this week. But DPWH 7 plans to begin work on the other lane of the road on Monday.

DPWH 7 and DENR 7 officials met last Wednesday.

Canlas said the Provincial Environment and Natural Resources Office (Penro) will provide the mangrove saplings that will be planted in Naga.

But Canlas said agreeing to plant mangroves should not be taken as DPWH 7’s admission it was responsible for the disappearance of the 79 trees on Sergio Osmeña Blvd.

“What we want is for the CDO to be lifted so we can continue with our work,” he added.

He said DPWH 7 hopes to complete the project before the Sinulog in January 2015.

He refused to answer when asked if the mangrove planting activity would affect the case that DENR 7 filed against WT Construction, DPWH 7’s contractor for the Sergio Osmeña Blvd. road work, over the disappearance of the 79 trees.

The Community Environment and Natural Resources Office in Cebu City gave DPWH 7 a permit to earth-ball 145 trees that would be affected by the road project. But security camera videos of the Cebu City Government showed that 79 trees in the area were merely removed, not earth-balled.
