Hope for the 40 and above in Talisay

IF YOU’RE 40 years old or above, jobless and live in Talisay City, then there’s hope yet.

Mayor Johnny de los Reyes sought the passage of an ordinance that urges private establishments in the city to hire persons who are 40 or above, as long as they are fit and able. They must also make up 40 percent of the workforce.

De los Reyes sent a draft ordinance to the City Council for discussion and, if possible, immediate passage.

But council members said that while de los Reyes’s request is laudable, it needs to be studied.

In his draft ordinance, the mayor said the “unregulated” practice of employers putting an age limit on employees persists.
Making it a requirement

Due to the age ceiling, many capable, competent and fit residents of Talisay City are unemployed, he said.

“There is a need to rectify the aforesaid employers’ practice as this gravely affects the ready, able and willing workforce of the City of Talisay,” de los Reyes said.

Once approved, compliance with the ordinance will be part of the requirements for obtaining a business permit in the city.
In a separate interview, Vice Mayor Romeo Villarante said some businesses will oppose the measure as it is contrary to management prerogative.

Villarante said there is a need for more consultation before approving the measure.

Raul Cabanero, Association of Barangay Councils president, agreed with Villarante.

Drive v. age discrimination

Cabanero, who was tasked by de los Reyes to file the proposed ordinance, agreed with the mayor’s proposal since there are still workers age 40 and above who are able-bodied.

But there is a need to consult some sectors, particularly the private sector, on the proposal.

The Department of Labor and Employment (Dole) earlier expressed calls to campaign against age discrimination in the workplace.

Dole Secretary Rosalinda Baldoz said that even without a law that prohibits age discrimination applicants may file unfair labor practice charges against employers that do not hire them because of their age.
